Watertower Ln., Suite 202 Meridian, ID 83 642 June 13, 2007 RE: Kennedy Commercial Center Preliminary Plat Application Narrative Attached is a Preliminary Plat Application checklist and required information per the City of Meridian application and checklist for preliminary plat approval. Additionally, we have attached information and documentation as required by the respective checklists. Apre-application meeting was held with Meridian staff on March 12, 2007 and the required neighborhood meeting was held on June 5, 2007. The proposed subdivision covers approximately 26.35 acres. The site is bordered on the south by West Overland Road, and the existing Western Electronics building, and on the north by Interstate 84. West Overland road will provide access to the site via ashared- driveway tothis property and the existing Western Electronics building. The proposed use for the site is I-L light Industrial. Proposed uses will be within the permitted uses of the I-L District and the previous Conditional Use Permit on the property. As discussed with staff, the intent of this subdivision is to divide the property into large lots for individual sale. The ultimate design and construction of the future buildings, and associated parking, will be submitted for future review by the City, as appropriate. We have made every effort to address the requirements of the Meridian Subdivision Ordinance for the design of this prof ect and this application. Asphaltic Concrete: Asphalt mix design shall meet the requirements of ITD Class III plant mix, Materials shall be placed in accordance with ITD Standard Specif cations for Highway Construction, Aggregate Base: Material complying with ITD Standard Specifications for Highway Construction sections 303 and 703 fox aggregates, Structural Subbase: Material complying with the requirements detailed in the Structural Fill section of this report ex_ cept that the maximum that the maximum material diameter is no more than X13 the component thickness. Common Pavement Section Construction Issues The subgrade upon which above pavement sections are to be constructed must be properly stripped, compacted cif indicated}, inspected, and proof rolled. Proof rolling of subgrade soils should be accomplished using a heavy rubber-tired, fully loaded, tandem-axle dump truck or equivalent. Verification of subgrade competence by a qualified geotechnical engineer, engineering technician, or inspector at the time of canstruction is recommended. Fill materials on the site must demonstrate the indicated compaction prior to placing material in support of the pavement section. MTI anticipates that pavement areas will be subj ected to 4 moderate traffic, MTI does not anticipate pumping material to become evident during compaction, but subgrade clays and silts near and above optimum moisture contents may tend to pump. Pumping or soft areas must be removed and replaced with structural fill. Fill materiel and aggregates as well as compacted native subgrade soils in support of the pavement section must be compacted to no less than 95 percent of the maximum dry density as determined by ASTM D 698 for flexible pavements" and by ASTM D ~ 557 for rigid pavements. If a material placed as a pavement section component cannot be tested by usual compaction testing methods, then compaction of that material must be approved by observed proof rolling. Minor deflections from proof rolling for flexible pavements are allowable, Deflections from proof rolling of rigid pavement support courses should not be visually detectable. .. MTI recommends that rigid concrete pavement be provided for heavy garbage receptacles. This will eliminate damage caused by the considerable loading transferred through the small steel wheels onto asphaltic concrete. Rigid concrete pavement should consist of Portland Cement Concrete Pavement ~PCCP} generally adhering to ITD specifications for Urban Concrete. PCCP should be 6 inches thick on a 4-inch drainage fill course see Floor Slab-on-Grade section}, and should be reinforced with welded wire fabric. Control joints must be an l2-foot centers or less.
