Annexation and zoning for The Tree Farm (Jayker Subdivision) project was approved by Council on June 27, 2006 (Ordinance No. 06-1263) and an executed Development Agreement that was approved by Meridian City Council on September 12, 2006 and recorded with Ada County on September 21, 2006 (Instrument No. 106151218). This final plat application includes 89.66 acres. The applicant is Treehaven LLC, which is a partnership between the primary landowners;* the Carnahan Family and long time Treasure Valley developer O'Neill Enterprises (Pete and Derick O'Neill). The Tree Farm will reflect the passion of both families for creating a community of lasting value and one that offers a stimulating living environment of the quality they have enjoyed in Idaho for decades. The current concept plan contemplates several key items including, but not limited to: 1. Authentic Sense of Place A working tree farm /wholesale nursery will be integrated into the plan located along Chinden (Highway 20/26) in the neighborhood commercial area (The existing offices /barn is anticipated to remain on site). : _E 2. Greater Housing Diversity This Final Plat application includes a total of 140 proposed housing units. The plan anticipates multiple housing choices: Estate Housing — 29.3% (41 building lots) Single Family Detached Housing — 38.6% (54 building lots) Lifestyle Housing — 32.1% (45 building lots) 3. Connection to Nature 31.81 acres of open space incorporating natural areas and water amenity will be linked by trailslpathways. 4. Health and Well Being A neighborhood community center will incorporate approximately 6.77 acres (295,007 sq.ff with building square footage at approximately 9,000). The center will be for the use of the Tree Farm residents and may include multiple buildings with swimming pools, active outdoor play areas, meeting and kitchen facilities, and exercise and activity areas. A "central park" will be included in the single family detached housing area with landscaped connection paths throughout the proposed final plat area. 5. Sustainable Development The Tree Farm may incorporate certain concepts that promote responsible use of water, recycling, storm water runoff 1 retention and energy efficiency including three retention ponds with landscaping to enhance aesthetics. 6. This application has been prepared in conformance with acceptable engineering and surveying practices and local standards, including all requirements and provisions of the City of Meridian Unified Development Code. Further, the application conforms with all conditions and requirements of the approved preliminary plat. Included in the application package is the following: 1. Final Plat Application Checklist 2 Completed and signed Commission and Council Review„Application. 3. A narrative describing the project. 4. Legal description of the property that is the subject of the plat. 5. A breakdown of the plat area by zone. 6. A copy of the recorded warranty deed for the subject property. 7. Affidavit of Legal Interest. 8. A scaled vicinity map. 9. Application fee check in the amount of $5,276 ($718 + ($28 x 161 lots) + $50) 10. A copy of the approved preliminary plat (8%” x 11 ") 11. A copy of the final Ada County Street Name Evaluation Letter 12. Two copies of final engineering construction drawings for the infrastructure improvements. There are two sets of drawings, one for the infrastructure within the plat area and one for the extension of sanitary sewer from Black Cat Road to the plat area. 13. One copy of the sewer service evaluation for the offsite area east of the project to Linder Road. This should be forwarded to Public Works for their review with the onsite infrastructure plans. 14. One copy each of Drainage Calculations, Storm Water Operations and Maintenance Manual and the Storm Water Pollution Prevention Plan. 15. A signed and stamped letter certifying to the street elevations. 16.32 copies of the Final Plat, folded. 17. Reduction of the Final Plat (81/2"x 11'5) 18.4 copies of the signature sheet of the final plat. 19. 3 copies of the landscape plan 20. 8%2"x11" reduction of the landscape plan 21. AutoCAD disk of the final engineering plans. 22. Electronic version (pdf) of the approved preliminary plat, final plat and landscape plan.
