Council also wanted to know if this project was previously required to submit surety for half the cost of a bridge across the Kennedy Lateral at the west boundary of the site. The Ten Mile Plan future land use map designates this property for medium high density residential use, as proposed. A collector street is depicted on the map e~ending from W. Franklin Road to the north through the site, curving to the west property boundary. Staff believes that if the applicant provides a public street connection to the property to the west as proposed on the final plat, it will be sufficient to satisfy the intent of the Ten Mile Plan. The applicant was required to provide a stub street to the west property boundary as a condition of approval of the preliminary plat. Additionally at the City Council hearing on 9/20/O5, the applicant agreed to submit surety for half the cost of a bridge, which would provide access to the property to the west; the Council approved the plat with the incorporation of all staff and applicant comments. Staff has confirmed that Ada County Highway District is holding a road trust for $10,700 for half the cost of Silver Oaks Circle street e~ension and bridgelculvert to the west boundary for the crossing of the Kennedy Lateral. The road trust (#06-14) was received by ACHD on 6/14/06 and will expire on 6/14/2011. There was some question as to whether or not the Kennedy Lateral was required to be tiled with approval of the plat. At the hearing for the final plat on 3/21/06, City Council approved a waiver for tiling the Kennedy Lateral to allow the waterway to remain open. Page 2 The original site plan depicted 77 two story 4-plex structures with a mi~ure of 2& 3 bedrooms, for a total of 308 units. The plan also depicted a centrally located playground, court area, pool, clubhouse, and fitness center. The original building elevations for the multi-family structures consisted of 3 different designs, including 2 and 3 bedroom units. The e~erior building material consisted of stucco. (See attached previously approved site plan and 4-plex elevations.) Since the Council hearing on 4/15/08, the Applicant has submitted a revised conceptual site plan and building elevations. The revised site plan depicts the same number of units in approximately the same locations to align with the existing services that have been installed on the site; however, the same number may not be constructed. The applicant states that there will be a minimum of 12 row houses and 24 condos; the number of each grouping will be determined by the ability to utilize the available lot footprints. The common area is still centrally located and a playground, court area, pool, clubhouse, and fitness center is still proposed. The building footprints have changed slightly to provide more variation in design. The applicant is proposing three different designs for the multi- family units - two being condos and the third, row homes. The building elevations for the proposed units have been revised and will include three different types of materials and form. (See attached proposed site plan and 4-plex elevations.) Covered parking was not originally required with this development as it was not a City Code requirement at that time. Now, the UDC requires 2 covered parking spaces for each dwelling unit in a covered caxport or garage. The Applicant states that the project will comply with the parking standards stated in UDC 11-3C-6 and specific use standards for multi-family developments listed in UDC 11-4-3-27. Staffbelieves that the revised conceptual site plan submitted by the applicant substantially complies with the original site plan approved with the CUP/PD for Silver Oaks. Umbria Silver Oaks as per Council's request has been revised to an enhanced and cohesive design. The development will consist of three distinct designs, two being condos and the third row homes. Within these designs will be three distznct different uses of materials and form. These variations in materials and form will give the distinct impression of six condo designs and three row home designs. These designs will incorporate combinateons or sets of materials that contribute to cohesive building designs. materiats selected will provide variation in texture and color. Patterns will be created to add interest whose details will bring variety to facades and architectural elements. There will be a minimurn of twelve (12) row houses and twenty-four {24) condos. The number of each grouping will be determined by the ability to utilize the available lot footprints. This project will confrrn vvith Multiple Family Development Code 1 1-4-3-27.
