EMERSON PARK SUBDIVISION
Preliminary Plat Narrative

Project Description
The proposed Emerson Park Subdivision is a re -subdivision of Lots 1, 2 and 4, Block 1 of the
Mussell Corner Subdivision, located at the northeast corner of Kuna-Meridian Road (SH69) and
Victory Road. The development area comprises of 17.85 acres. The intent of the development is
to divide the subject property into reasonable sized lots for individual or multiple sales, to
facilitate light industrial, commercial, retail and service markets. A concept plan showing
potential layout of buildings and parking areas is provided within the application. The plan is
copceptual in nature and intended to demonstrate the flexibility with individual or multiple lot
sales, specifically related to building sizes, parking areas, and access.
Background
The City of Meridian City Council approved the annexation, zoning (C -G) and final plat of the
Mussell Corner Subdivision on July 20, 2004 (case no. AZ -03-038). A Development Agreement
was approved on November 23, 2004 (instrument #1041.53422) and amended on September 14,
2006 (inslrument`#106155843). M � -
Zoning
The current C -G (General Retail and Service Commercial) zoning will remain the same. The
development will meet all current zoning codes.
Variance
The proposed development will meet current ordinance and a variance is not required.
Building and Common Lots
The development consists of 34 building lots and 1 common lot. The existing buildings located
on lots BL1-22, BL2--7 and BL 2-8 of the proposed development will remain, at this time. The
common lot consists of an existing pond, sitting area, and mature trees located in a central area to
the proposed development.
Planned Use
The planned use for the development will conform to the permitted uses of the C -G Zoning, with
the market tailored to light industrial, commercial, retail, and service. The development of future
building and associated parking on individual or multiple lots will be submitted to the City of
Meridian staff for review as appropriate.
Access and Roadway System

secondary access, consisting of a right -in, right -out is located on the Kuna-Meridian Road. This
secondary access primarily serves Lot 3 of the Mussell Corner Subdivision (not part of this plat),

and also serves Lots 1, 2 and 4 of the Mussell Corner Subdivision through an existing cross
access agreement.
The internal roadways will be public streets, meeting the requirements of City of Meridian and
Ada County Highway District.
The development will create a blanket cross access agreement to allow access to all proposed lots
within the proposed development area.
Sewer
The City of Meridian Public Works is planning to construct a 27" diameter sewer trunk line,
commonly referred to the Black Cat Trunk Line, from overland to the intersection of Kuna-
Meridian Road and Victory Road. We understand though conversations with the Meridian
Public Works that this trunk line is designed and approved by DEQ and is anticipated to be
completely constructed by the end of this year. Additionally, we understand that once this
section of trunk line is constructed, the existing 8" sewer line located within Kuna-Meridian
Road that currently serves the Mussell Corner Subdivision will have adequate capacity to serve
the proposed development. The natural topography of the sit slopes downward from the
southeast to northwest direction. This natural slope is conducive to facilitate gravity flow to the
existing 8" sewer line located within the Kuna-Meridian Road.
Water
Water service will be provided by the City of Meridian from existing 12" waterlines located
within Victory Road and Kuna-Meridian Road. The development will provide a looped water
system within the development to provide adequate service and fire flow.
Storm Drain
The development will provide on-site storm drain to capture the storm water created from
internal roads. Each lot will be required to provide individual storm drain systems to retain all
storm drain on their respective lot.
Pressurized Irrigation
The development will provide pressurized irrigation for the landscaped areas using the existing
pumping system and pressurized irrigation lines from the Kennedy Lateral. Pressurized irrigation
lines will be provided to all landscaped areas.
Landscape and open Space
An existing landscaped buffer zone located along the Kuna-Meridian Road and Victory Road
frontage will remain. Likewise, a common area consisting of existing of a pond, sitting area, and
mature trees will remain. This common area is centrally located within the proposed
development on lot BL2-7. The proposed development will provide a 10' wide landscape strip
behind the sidewalk along the internal roads. The Kennedy Lateral provides a 55' wide buffer
area between the proposed development and the Bitterbrush Point Subdivision located north of
the property. Additionally, we understand the Bitterbrush Point Subdivision will create a

common area adjacent to the Kennedy Lateral that will serve as an additional buffer zone. The
proposed open space comprises of 1.10 acres, representing 6% of the total area.
Pre -Application Meeting
A Pre --Application was conducted with the City of Meridian staff on June 5, 2007.

Neighborhood Meeting
A Neighborhood Meeting was conducted at the development site on July 10, 2007.
Financial Capability of Supporting Services `k`�
The development will not create excessive additional requirements at public expense for public
facilities and services. Services will be supported by property taxes and or fees paid directly to
the service provider.
Health, Safety, and Environmental Problems
There are no health, safety, or environmental problems that currently exist or will exist as a result
of this development that are known at this time.

COMMITMENT OF PROPERTY POSTING
Per Unified Development Code (UDC) 11 -5A -5D, the applicant for all applications requiring a
public hearing (except for a UDC text amendment, a Comprehensive Plan text amendment
and/or vacations) shall post the subject property not less than ten (10) days prior to the hearing.
The applicant shall post a copy of the public hearing notice of the application(s) on the property
under consideration.
The applicant shall submit proof of property posting in the form of a notarized statement and a
photograph of the posting to the City no later than seven (7) days prior to the public hearing
attesting to where and when the sign(s) were posted. Unless such Certificate is received by the
required date, the hearing will be continued.
The sign(s) shall be removed no later than three (3) days after the end of the public hearing for
which the sign(s) had been posted.
I am aware of the above requirements and will comply with the posting requirements as stated in
UDC 11-5A--5.
