Watertower Lane, Suite 202 Meridian, Idaho 83642 Rezone Application Project: Meridian Professional Offices Meridian Road / Salisbury Lane Subdivision We are pleased to submit the following application for rezone of 1.2 acres fronting on Meridian Road and the corner of Sedgewick Drive, from the existing zoning of R-4 to LO (Light Office). The property currently has two residential properties that front Meridian Road and share the west property line with a newer subdivision where all the homes front on the residential collector; Sedgewick Drive. Sedgewick Drive is the north property line, or sideyard setback of the existing homes. As a result of the configuration of the existing homes and the new subdivision, the residential properties do not flow together. The existing owners of the property feel that residential homes fronting on Meridian Road is not the most practical and best use of the property and would like to improve this land with a low impact office development. The buildings would consist of two- 3,000 square foot and two 3,270 square foot, single story structures. The design of the buildings would be very compatible with the. surrounding residential buildings with a blend of architectural finishes utilizing stucco and brick accents (refer to preliminary architectural renderings) The overall height of the buildings would be less than that of the adjacent two story residential homes. The request for the LO zone will greatly limit the allowable uses that can occur at this site. The intent would be to develop the buildings with the focus on office space for medical professionals, accountants, attorneys, etc. Uses that are very low impact, with minimal vehicle trips and limited hours of operation. The LO zone is a buffer zone, protecting the residential use from a roadway that is quickly growing in intensity. By developing small office space adjacent to arterial 1 collector roadways and residential developments the number of vehicle trips to and from such compatible uses can be decreased. A neighborhood meeting was held at the site and the adjacent property owners had concerns about the buffering of the new development from the existing residential properties to the west and south. The owners have agreed to install a solid masonry fence on both the west and south property lines. The existing landscaping adjacent to Meridian Road will be protected and preserved with the new development. New landscaping on site will be installed in accordance with the requirements of the City of Meridian. If the application for rezone is approved, an second application will be submitted for a condominium plat, to allow for all four buildings to share in ownership of the property. We are pleased to request approval of this application for rezone and feel that with this development a piece of property that is currently in transition will be designed to achieve an appropriate buffer between a high impact roadway and a low impact residential subdivision. Ownership of the 20' wide landscape strip (Parcel no. 7695370010) will remain with the Salisbury Lane Homeowners Association. The use of the Parcel will remain as a landscaping strip. The Salisbury Lane Homeowners were concerned that a different zoning designation for the landscaping strip could affect the Parcel's not taxable status with the Assessor. From our phone conversation, you indicated that as long as the ownership remains in the name of the Homeowners Association and the use remains as a landscaping strip, the Assessor will continue to exempt Parcel no. 7695370010 from paying property tax regardless of the zoning. The Salisbury Lane Homeowners Association requested that I provide a letter from the Ada County Assessor Office explaining that a change in the zoning designation would not impact tax exempt status of the landscaping strip.
