Project Name: The Tree Farm

Tree Farm Description(Narrative for Preliminary Platting)
The Tree Farm is a 362.65 acre planned community located north of Chinden Boulevard,
directly west of Spurwing Country Club. Annexation and zoning for this project was
approved by Council on June 27, 2006 (Ordinance No. 06-1263) with the exception of an
enclave parcel (S0421449000, approximately four (4) acres) which was formerly owned
by Art and Sandra Rabehl but has been purchased by Treehaven, LLC. An application
for annexation and zoning of this parcel was submitted on September 8, 2006 and will be
scheduled for hearing on November 16, 2006 (AZ -06-050) with the Planning and Zoning
Commission. We also have a Development Agreement that was executed on September
12, 2006.
For purposes of this preliminary plat request, the enclave parcel is not included. The
approximate acreage for this preliminary plat is 105.31.
The applicant is Treehaven LLC, which is a partnership between the primary landowners;
the Carnahan Family and long time Treasure Valley developer O'Neill Enterprises (Pete
and Derick O'Neill). The Tree Farm will reflect the passion of both families for creating
a community of lasting value and one that offers a stimulating living environment of the
quality they have enjoyed in Idaho for decades.
The current concept plan contemplates several key items including, but not limited to:
1. Authentic Sense of Place
A working tree farm / wholesale nursery will be integrated into the plan
located along Chinden (Highway 20/26) in the neighborhood commercial
area (The existing offices / barn is anticipated to remain on site).
2. Greater Housing Diversity
This Preliminary Plat application includes a total of 277 proposed housing
units.
The plan anticipates multiple housing choices:
Estate Housing - 28.2% (78 building lots)
Single Family Detached Housing — 33.6% (93 building lots)
Lifestyle Housing — 38.2% (106 building lots)
3. Connection to Nature
39.1 acres of open space incorporating natural areas and water amenity
will be linked by trails/pathways.
4. Health and Well Being
A neighborhood community center will incorporate approximately 6.77
acres (295,007 sq.ft with building square footage at approximately 9,000).
The center will be for the use of the Tree Farm residents and may include
multiple buildings with swimming pools, active outdoor play areas,
meeting and kitchen facilities, and exercise and activity areas.
5. Sustainable Development
The Tree Farm may incorporate certain concepts that promote responsible
use of water, recycling, storm water runoff / retention and energy
efficiency.
6. Transportation
Tree Farm has met with IDOT and ACHD and have incorporated their
comments / requirements into the master plan.
