We are requesting approval of a Final Plat to allow our client, Stubblefield Development Company, to
obtain approval of a Final Plat for Windsong Subdivision I o.2. Windsong Subdivision received Final.
Plat approval from the City of Meridian on April 27, 2004. The original Final Plat approval for
Windsong Subdivision No. 2 has expired and our client is subsequently submitting a. new Final Plat
application.
As we discussed in our May 25, 2006 meeting, the Final Flat application is being submitted under
provision 12-3-6 C of the Meridian City Code. TI -ds code section requires that Final Plat applications be
made within successive intervals of one year. We erroneously applied for a Time Extension application
for Windsong Subdivision No. 2 on May 15"', 2006 to request additional time for our client to complete
the Conditions of Approval for the Windsong No. 2 Final Plat; this application was submitted within one
year of the recording of the Final Plat for Windsong No. 1. The attached. Final Plat application is being
submitted to correct this error by submitting the correct application for the Windsong No. 2 Final Plat.
The streets and utilities have been constructed for Windsong Subdivision No.2 and the developer has
recently completed all conditions of approval for the Final Plat. The Final Plat for Windsong
Subdivision No. 2 was not recorded earlier because an ongoing property dispute made it impossible to
complete a Condition of Approval for the Final Plat which required the resolution of the property dispute.
The neighboring property owner has recently sold the property in dispute and the property dispute has
been resolved. The proposed final plat is in conformance with the Preliminary Flat which was previously
approved for Windsong Subdivision and the proposed Final Plat meets all applicable City of Meridian
City Code and UDC requirements. The proposed Final Pat is also in conformance with all acceptable
engineering, architectural, and surveying local practices and standards; the preliminary plat for Windsong
Subdivision was stamped by a licensed Professional Engineer and the proposed Final Flat has been
stamped by a licensed Professional Land Surveyor. The Annexation and Zoning for Wm' dsong
Subdivision was approved as File # AZ -03 -0 3 1.

Groundwater explorations have been conducted on --site by Strata to determine the approximate
location of the high groundwater. Test pits were excavated, with monitoring wells installed, on
March 29th, 2004 which is prior to the irrigation season.. Groundwater was encountered at a
depth of approximately eight ' feet below the ground surface bgs , Groundwater was initially
estimated, by Strata, to be located approximately five 5' feet bgs. Strata checked the
monitoring wells on April 22, 2004 (during irrigation season) and found the groundwater to be at
a depth of approximately 6.75'. . Groundwater was watched throughout W ndsong No. 1 and
verified Strata's findings.
Roadway centerlines will be designed and constructed to be a minimum of tbree 3' above the
highest established non -nal groundwater elevation..
