Waverly Subdivision
Project Narrative
Vacation Village Villas, LLC, hereby applies for annexation and zoning of 5.3 acres to L-0 with a
preliminary plat for 6 multi -family residential lots on 4.68 acres. Each lot will contain four units,
for a total of 24 units. The gross density of the project is 5.1 dwelling units per acre, with a net
density of 6.4 dwelling units per acre. The lan dlcommon area totals 0.765 acre, 16 percent of
the project site. The project will also incorporate an approximately1,000-square-foot clubhouse
with additional parking for residents of the development. Pathways and detached sidewalks are
incorporated throughout the project.
The property is part of the platted Magic View Subdivision, a residential subdivision that is rapidly
experiencing redevelopment. To the west of the site is Woodbridge (Snorting Bull Phase 2)
Subdivision, a single-family residential development, and to the north is Greenhill Estates
Subdivision No. 2, a low-density, single-family residential development. To the east is
vacantlse-family residential. land.
The applicant has initiated a development plan to construct 24 luxury residential units on the site.
The entire project will be engineered with cutting-edge residential construction technology and
Waverly Place Subdivision will serge as a model in the effort to pwmote d ma&et iese new
building concepts in the Treasure Valley. insulated concrete forms (ICF) will be used for all
common walls. with energy costs spiraling out of control, ICF construction is becoming
increasingly popular in residential construction. Other energy-saving features in the homes will
greatly exceed the requurements of the popular Energy Star program already adopted by many local
builders. Features would include radiant floor heating and signi f cant upgrades in conventional
insulation, doers, windows, and the h cooling systems.
All units will contain two bedrooms; these units are not likely to bt occupied by fanitesmith
school children due to the floor plans and cost of the units. Marketing efforts will be directed
toward those active retirees, professionals and empty -nesters that desire the convenience of the site,
yet do not need the yard space that families with children would desire.
The Meridian Comprehensive Plan designates the site as Limited Office. Multi -family residential is
identified as an allowable use in this zoning designation with approval of a conditional use permit.
Ile Meridian City Council recently rejected another developer's application for a residential project
on property immediately south of this proposed development, and it appears their derision was
primarily based on a reluctance to amend the Meridian Comprehensive Plan. In working with the
applicant on this project, we made a special effort to submit a development plan that would require
no arxlendment to the Meridian Comprehensive Plan. By reducing density and addressing other
concerns expressed by neighbors, we have also won the support of the Woodbridge Homeowners'
Association who vigorously opposed a higher density development.
We estimate the project, when built out, will have a valuation in excess of $8 million. This exceeds
the total currently assessed valuation of both the Nubble Homes building ($2,440,000) and the
office building east of the site on Magic View Drive (S3,114,WO). Even with homeowners'
exemptions, the land valuations will stip be comparable to those that would be realized with an
office use. The quality and value of the project will enhance the City's property values and provide
JSasing, more compatible buffer to the existing single-family residential developments. The
neighbors that attended the neighborhood meeting were supportive of the project, liven the
proposed design and overall quality of the units proposed.
No variances are being requested as part of this project.
The property can be adequately served by essential public facilites and services. --Read
improvements will be made in accordance with Ada County Highway District standards, and
impact fees will be paid to Ada County Highway District with each building lot.

Per Unified Development Code (UDC) 11 -SA -SD, the applicant for all applications requiring a
public hearing (except for a UDC text amendment, a Comprehensive Plan text amendment
and/or vacations) shall post the subject property not less than ten (10) days prior to the hearing.
The applicant shall post a copy of the public hearing notice of the application(s) on the property
under consideration.
The applicant shall submit proof of property posting in the form of a notarized statement and a

RE: Preliminary soil information for Magic View Subdivision site
You requested soils information for Lot 6 of the above referenced subdivision
located in the Northwest 1/4 of the Southwest 1/4 of the Northeast 1/4 of Section
17, Township 3 North, Range 1 East. I have scheduled Friday morning, March
17 to excavate and describe a test hole on the site.
To provide you with some initial data, I consulted the Ada County Area Soil
Survey. Map sheet 18 shows that the entire area of Lot 6 is located inq
delineation of map unit 178. The soil map unit name is Tindahay fine sandy
loam, 0 to 2 percent slopes. The Soil Survey indicates that these'are deep, well
drained sails on alluvial fan terraces. This matches the landscape position of
the Mountain View site.
The interpretative tables for map unit 178 indicate that groundwater is below a
depth of 72 inches and there should be no significant limitations to development
of the site. The typical profile is sandy loam to a depth of about 3 feet over
loamy sands and sands with varying amounts of gravel and cobbles that extends
to more than 72 inches. If the onsite profile matches that of the published soil
survey, there should be virtually no soil related problems with the site.

complete report of the onsite conditions. If you have questions or need

years. The high schools, middle schools, and elementary schools throughout the district
are operating over capacity.
