The project is located on the south side of McMillan Road and an the east side of N. Summit Way in Section 3b, Township 4 North, Range 1 West.. It was previously platted as Lot 2, Block 36 in Cedar Springs Subdivision Prase 4 plat. Tf~e site contains approximately 11.05 acres and is zoned R-8. Project Overview Zoning The applicant i5 requesting a rezone from the existing R-8 (Medium Law Density Residential.. District) to R-15 (Medium Migh Density Residential District} for Lots 1 through 25 of Block 1 and ali of Block 3. This designation wit[ allow for the construction of attached single Family units and shared driveways. The land lies immediately adjacent to a Limited Office zone and within a Medium Density Residential designation on the Meridian City Comprehensive Plan Land Use Map. That designation allows for densities of three to eight dwelling units per acre, The Townhame project itself achieves an overall gross density of b.2 dwelling units per acre and- - the entire Cedar Springs North project achieves an overall grass density of 3.5 dwelling units per acre, both of which comply with the Comprehensive Plan. The zoning amendment is desirable in that. it conforms to the Future Land Use Map and expands the tax base of the City. The amendment is supported by numerous policies in the Comprehensive Plan, particularly those in the Land Use Section. Specifically, Goal I, Objectives C, D; Goal ll; Goal III, Objective A; Goal iV, Objectives A, B, C, D; Goal V, ; Objectives A, B, C, D. Pre(rminary Plat Design The preliminary plat contains a fatal of 68 buildable lots accommodating bath attached and detached single family units, The project is intended to provide low-maintenance, upscale housing for empty nesters, childless couples, or families who have no need for large lots and. the attendant upkeep that goes alan~ with them. To this end, the development contains smaller fats, ample landscaping and minimal ~ommurrity open space as desired by the target demographic. Page 2 It should be noted that the Cedar Springs North preliminary plat included this particular lot and identified it as "Future Single Family Attached Area", This 11 acres were -and was anticipated to accommodate up to 112. dwelling units. It was also made clear that the original application had ample open space to accommodate this parcel as well as the remainder of the 70 acres within Cedar Springs North." A review of the record { a copy of the original preliminary plat anal narrative are included in the application package) indicates that Cedar Springs North provided aver 15 acres of common areas including three large parks totaling 3.8 acres. The - two largest parks are less than 300' from the Townf~omes and are available far use by the residents of the Townhomes. In addition, a pedestrian connection has been provided between the phases and 6~ of the Townhome site is dedicated to landscaped" common areas as required by the landscape ordinance. Irrigation The site.. is provided with pressurized irrigation from the existing system serving the Cedar Springs development. Tile irrigation system is awned and operated by the Settlers Irrigation District..- Transportation Primary access to the property is provided by N. Summit Way on the west side of the property. All roads within the project are public and include curb, gutter and sidewalk in compliance with city code. The project includes a connection to a stub street being installed by the. Amber Creek development to the east.. Water Ft Sewer ft Other Utilities City water and sewer lines are located in N. Summit Way and will be looped through the project in eight inch lines to serve the development. Public utilities, such as power and communications, will be extended underground into the project. Fire Service The project is located in the Meridian Fire District. Augmented fire protection will be provided for the project as required by Meridian Fire with installation of public water and fire hydrants.. Summary We believe that. we have designed a viable, attractive project that complies with the spirit and intent of the Meridian Comprehensive Plan and Zoning Ordinance. The water table may have lowered to some extent this late in the irrigation season (due to less irrigating of fields); however, canals and laterals are still full flowing so I do not believe the water table has lowered very much. ,W-: °~•-~ In my opinion,l believe dwellin s with crawls aces and footin s extendin not more than three feet into these soils would maintain the requirement of the footing base (bottom) being at least one foot above the seasonal high groundwater. At this point in time,l could not arantee dwellin s with basements (6' pr S' below ground level) to meet this requirement, on this property.
