The property is located at 230 W. Pine, Meridian, Idaho. 2. The owner(s) of record of the subject property are Merlyn & Brandon 5chmeckpeper, 147 E. Ada Street, Meridian, ID 83642. Applicant is owner of record. 4. The subject pSOperty is currently zoned R-4 (Low Density Residential). The applicant requests zoning of O-T (Old Town). The zoning district of O-T is defined within the City of Meridian Zoning and Development Ordinance, Seckion 11-7-2. 5. The subject property is bordered to the north by single family residential and Meridian Elementary (zoned R-4), to the south by single family residential (zoned R-8), to the east by single and multi-family residential (zoned R-4), and to the west by single family residential (zoned R-4). 6. The property which is the subject of this application is within the Area of Impact of the City of Meridian. The entire parcel of the property is included within the Meridian Urban Service Planning Area as defined in the Meridian Comprehensive Plan. The Applicant proposes to develop the subject property in the following manner: Child caze facility for approximately 30 children. RECOMMENDATION TO CTI'Y COUNCIL - 1 DENIAL OF REZONE REQUEST BY MERLYN & BRANDON SCHMECKPEPER - RZ-03-003 9. The Applicant requests zoning of the subject real property as O-T which is consistent with the Meridian Comprehensive Plan Generalized Land Use Map which designates the subject property as Old Town. 10. The Planning and Zoning Commission recognized the concerns of neighboring property owners in a letter dated March 14, 2003. RECOMMENDATION The Meridian Planning and Zoning Commission hereby recommends to the City Council of the City of Meridian that they de~+ the rezone as requested by the applicant, finding that the requested re-zone to Old Town would adversely affect the surrounding residentially zoned (R-4) properties by allowing the applicant to apply for commercial uses that would not be permitted within the existing zoning designation (R-4).
