Some history regarding the property along Waltman Lane. My relatives, Irwin's, owned this
property before selling it to Waltman so my history regarding this,acreage goes back over 60 years.
In 1984 a company Named High Country manipulated the Waltman Lane residents to agree to
rezoning of Ada County property prior to having legal standing to rezone land in another.

forward .with their plans to construct cammercial property on this land and to buy all resident out so
that we woutd not be subject to the many problems attendant to commercialization of
ruraUresidential propertg.
In 1986 I hired Attorney at La Chris Bray in Boise to take action against High County and the
Principals. Unfortunately, at that time, I thought that the Meridian City leaders were honest and
ethical and would comply with the sunset clause. Of course the city refused to loose getting tax
profits without providing service to a dozen homes. Ultimately, With Attorney Bray's assistance, we
tied up a11 corporate and personal funds associated with high country for over 10 years which
ultimaxely farced them inta bankruptcy. Subsequently I have contacted every Elected official and
city A~ttorney associated with Meridian city who have a11 refused to making the neighborhood whole,
anc~ forfeiting,the 23 years of tax monies without providing services. Among those services is a fire
hydrant on Waltman Lane in the 200 block even though there is no city water or sewage provided
here. The city trash company refused service on Waltman Lane resulting me privately contracting
with that company which has remained true ~or 23 years. It took us over 10 years to convince the
Meridian City Police that they had responsibility on this lane, an issue which remains confusing to
the police even now.
In the ea.rly 1990's a speculator built a subdivision between the end of Waltman lane and Linder
road. He attempted to incl~de:a~efacto rQadwa~r betweer~ Littd~ a~-~ai~-st~e€~ ~~~ ~'~as~-
traffic from 50 per d~y to over 160r Per ~aY, du,ring daylight hours from residents, af Mallard Landing
alone. Thos numbers aze according to the Meridian Police depa.rt+ment: We had many Ma~lard
resident residents dri~ from 60mph to 80 mph on ttvis 20mph roadway. With the cooperation of
Sherry Huber, Ada county Highway district, I finally succeeded in getting that unlawful connector
road closed permanently.
At 6that time I learned that the local government is required to perform certain actions for an
eatensive number of years before any action could occur to widen Waltman Lane, Inclusde
sidewalks or curbing or cannect to main street. To this date the City has not taken such action. Their
only published solution is to build a new road and cut Waltman lane off at main street, making the
east half of Wattman a cul-de-sack to preclude tra~ic or roadwork.
For additional information, Waltman lane was plated and paved by the residents over 30 years ago.
The 1 inch thick asphault surface is on 2 inches sand base. When that road was laid the entire paving
was done to the south of the property lines, making all future road improvements required to be on
the north of the e~sting surface. Aiso, those of us who have been residents here do not have.
easements against our property for anything including roadwork or improvements. The city of
Meridian has never maintained this raad except for one season some years ago when they filled in a
few small pot holes, and a snow blade ONCE many years ago. My point being that the company has
a lot of work and expenses required before they can even consider4 moving commercial of business
traffic on the e~cisting 'VValtman Lane roadway.
Be aware that I have fought High Country Company and the former judge that constructed Mallard
I,anding. I did instruct him at to how to comply with the law before putting additional traffic on this
roadway but I refuse to continue instxucting speculators on issues they should already be aware of.
Also, be aware that I am quite litigious and will fight the Browning company every remaining day of
my life to prevent their attempt to force their will (and profit motives) on others living here.
Because of Mallards Landing the residents of Waltman Lane are subjected to people from there
prowling, vandal activity and otherwise disturbing the peace. Undoubtedly should you permit that
application you will be subjecting both Waltman Lane and Mallard Landing to increased lawlessness
and aggravation.
