This concept plan is highly desirable for, but not limited to the following characteristics: • Creates a needed active adult retirement community for Meridian and the Treasure Valley. • Provides support functions and amenities to the St. Luke's Meridian Center. • Creates a transition to the east between St. Luke's and all residential development. • Commercial development along Franklin Road creates a sense of entry into the City of Meridian from the east. • Establishes a commercially viable business model along Franklin Road for future developments. • Creates an active mixed-use community-within-a-community Concept for the area. • Establishes a Commercial Design Standards guideline to insure quality design and construction. With the establishment of the attached Commercial Design Standards the review process of the individual commercial developments will be reviewed by Touchmark prior to any Conditional Use submittals to the city. However, we do recognize that each future residential phase and individual commercial building project will require a detailed Conditional Use submittal to the City of Meridian.
