Regarding: Application for Vacation/Exchange of Right -of -Way for Venable Lane
To whom it may concern:
This leiter describes the intended exchange/vacation process proposed by Woodside Properties LLC
concerning a 20 -foot strip of property owned by Ada County adjacent to the proposed Salisbury
Subdivision No. 2subdivision.
Venable Lane
Venable Lane is currently a 20 -foot wide public roadway that has been identified as a private lane
through signage and intersects Ustick Road and extends south. Although Venable Lane is only 20 -feet
in width, the COMPASS 2025 Functional Street Classification System Map identifies Venable Lane as
a future mid -mile collector.
Although Venable Lane is classified as a collector on the COMPASS 2025 Functional Street
Classification System Map, Venable Lane is 20 -feet in width and could not become a fully improved
public roadway based on the fact that it is only 20 -feet in width.
Typically, the District requires the applicant to vacate (or exchange) the right-of-way or improve the
right-of-way to District standards. Due to the fact that the District does not realistically foresee Venable
Lane being improved and extended to Ustick Road, staff has recommended that the Woodside
Properties LLC exchange the Venable Lane right-of-way abutting the Salisbury Subdivision #2 site for
a fully improved right-of-way that is identified on the Salisbury Subdivision 42 site plan as Venable
Way.
We fully agree with the District's recommendation and we propose to exchange the Venable Lane
right-of-way abutting the Salisbury Subdivision #2 site for the fully improved right-of-way that is
identified on the Salisbury Subdivision #2 site plan as Venable Way.
In addition, Woodside Properties LLC will grant an easement for ingress and egress to the adjacent
landowner (Mr. Joe Simunisch) until such time as new access roads are provided to his property which
lies to west of Venable Lane.
Actions taken to Date
An application for exchange of the Venable Lane right-of-way has been submitted to the City of
Meridian Planning and Zoning on July 7, 2004. Once approvals have been granted by the City of
Meridian, the ACRD application for exchange/vacation will be reviewed and approved through the
public hearing process before the ACRD Board of Commissioners. We understand that the exchange
should be completed before ACHD signs the final plat for Salisbury Subdivision #2.
