Southwick Subdivision (FP-07-028), by Gemstar Properties, LLC.
Staff has reviewed this submittal and offers the following comments:
APPLICATION SUNIl~IARY & LOCATION
The applicant, Gemstar Properties, LLC, has applied for a final plat modification to tnodify the
approved landscape plan to eliminate trees from the drainage swales in the center islands of N. West
12'~ Drive and near the detention pond in common Lot 8, Block 4, in response to ACHD requirements.
The applicant is requesting to place seven (7) trees in the common areas at the entrance from W. Ustick
Road. The applicant will also plant flowers and grasses at the tips of each drainage swale, and agrees to
place a tree at each shared residential lot line as homes are built, a total of twenty-two (22) trees. The
preliminary plat approved by the Meridian City Council showed parkways with trees along the
subdivision streets. These were not calculated as part of the open space requirement. During the final
plat stage, the parkways, which contained drainage swales, were moved. to the center islands.
Southwick Subdivision is located on the south side of Ustick Road, approximately a quarter of a mile
east of Linder Road at 1255 W. Ustick Road in the NW 1/4 of T. 3N., R.1W., Section 1. This
property has not been previously platted.
The final plat consisted of 26 single-family residential building lots and 8 common lots on 10.7 acres of
land; zoned R-4. The Meridian City Council approved the final plat for Southwick Subdivision on
September 11, 2007.
STAFF ANALYSIS & RECOMMENDATION
As stated above, the applicant is requesting to zxzodify the landscaping in the drainage swales and
detention pond on this site. The UDC standards for storm water integration and incorporating these
systems into qualified open space areas (UDC 11-3B-11C, UDC 11-3G-3B.7) conflict with ACHD's
standards, which are more restrictive. ACHD requires exposed filter sand for infiltration and prohibits
grass and unapproved plantings that may restrict the infiltration capabilities of the storm water systems.
The applicant has worked with staff and ACHD to reach a plan to satisfy the requirements of both.
The proposed trees in the landscape buffer along W. Ustick Road will increase the amount of landscaping,
providing better screening between the abutting arterial and the residential uses. The plantings on the ends
of each of the swales along N. West 12th Drive will provide an attractive feature for visitors and residents

entering and leaving the subdivision. The trees to be placed on each shared lot line by the home builder at
the time the home is built will, once matured, will create an attractive and unified landscape design for the
subdivision.
Staff recommends that the Council approve the applicant's request to modify the approved
landscape plan for Southwick Subdivision (MFP-0$-002), as proposed by the applicant and
attached in Exhibit C of this staff report.
