RE: Castle Rock Park R~ commendation
At their March 12, 2008 meet~ng, the Meridian Parks & Recreation Commission
approved. the following recomme ~ ation to City Council.
Proposed park in Castle Rock subdivision. Thei Meridian Parks & Recreation
Commission recommends that City Council approve the Neighborhood Park in Castle
Rock Subdivision as presented ~~to the Commission ~ on March 12, 2008 by Gerry
Armstrong -and Justin Lucas of Hubble Homes.
The Commission further recommends that City Council consider the following two
options:
a. Timing of Construction: In consideration of the developer's offer to
construct the park as soon as the City is able to allocate funds for the park,
the City should proceed in a manner that~~would enable construction of the
park during Phase I of Castle Rock subdiyvision, or as early as funds can be
made available. The developer's proposal was to construct the park in
conjunction with their 300`" building permit; this is approximately when
the subdivision wild have generated enough impact fees to cover the City's
costs associated with the park development.
b. Financial Roles/Re~ onsibilities: The de"veloper is proposing a modified
financial arrangement. Under the original proposal from last year, the

developer would have provided the property (approx. 7.2 acres),
landscaping/irrigation, pathways, and pad king lot. The City would have
been responsible for the restroom, shelter, playground, backstop, soccer
goals, and sports court. Under the new proposal, the developer would
provide more property (approx. 8.8 acres), grass/sprinklers, park design,
and construction Management. The City~~would be responsible the parking
lot, pathways, trees, restroom, shelter:; playground, exercise stations,
fireplace, and sports court. In short, the parking lot, trees, and pathways
were shifted to the~~City to offset the value of the increased land donation.
In consideration o'f the developer's previously proffered donation of 7.2
acres of parkland, the City could shift the responsibility for parking lot,
trees, and pathways back to the developer and agree to purchase the
additional 1.6 acres of contiguous parkland, to create an 8.8-acre City
