BY THE CITY COUNCIL: BIRD, BORTON, ROUNTREE, ZAREMBA
AN ORDINANCE OF THE CITY OF MERIDIAN REVISING CHAPTER 3, ARTICLE E
OF TITLE 11 OF THE MERIDIAN CITY CODE, RELATING TO TEMPORARY USES.
WHEREAS, the City Council finds that it is in the best interest of the City of Meridian
to accommodate within our community outdoor sales and temporary uses that: 1) complement
existing City of Meridian businesses; 2) are safe, attractive, and desirable; 3) add variety to the
shopping and/or dining opportunities available to City of Meridian residents; and 4) support and
encourage community events and celebrations;
WHEREAS, provisions regulating such outdoor sales and temporary uses have
previously been set forth within Title 11, Chapter 3 of the Meridian Unified Development Code
("UDC"), but given the inter-departmental nature of ensuring that City resources are available to
manage outdoor sales and temporary uses, the City Council finds that it is more efficient to
provide for regulation of such sales and events in Title 3, Chapter 4 of the Meridian City Code,
which shall be amended accordingly in a separate ordinance;
WHEREAS, these revisions to the UDC are intended to make it clear that, with some
specifically enumerated exceptions, any and all allowed temporary uses occurring on property
within the City of Meridian shall be accessory to an approved use of such property;
NOW, THEREFORE, BE IT ORDAINED BY THE MAYOR AND CITY
COUNCIL OF THE CITY OF MERIDIAN, ADA COUNTY, IDAHO:
SECTION 1: That the definition of "TEMPORARY USE," set forth in Chapter 1,
Article A of Title 11 of the Meridian City Code, shall be amended to read as follows:

including, but not limited to, the sale, trade, offer delivery or display of goods or services
where such use is not the approved conditional orprincipal permitted use designated for such
real property as such terms are defined in this Title.
SECTION 2: That Chapter 3, Article E of Title 11 of the Meridian City Code, shall be
amended to read as follows:

site community events occurring at public parks and at education institutions, and temporary
uses that are conducted as part of the curricular or extra-curricular programming of an education

association o~ersons for a social literary political educational or recreational purpose. They
are not intended to include retail or other services that are customarily carried on as a business.
See Title 13 Meridian City Code for allowed accessory uses and community events occurnn~ in
public parks.
11-3E-3: PROCESS AND STANDARDS: Temporary uses shall be accessory to a conditional
or principal permitted use on the property See Meridian City Code Title 3 Chapter 4 for all

SECTION 3. That all ordinances, resolutions, orders, or parts thereof or in conflict with
this ordinance are hereby voided.
