SUBJECT: Nola Road Vacation
Request for Approval to Vacate a Portion of the Existing Right-of--Way
for Nola Road by Doug Tamura (File# VAC-08-002).
SUMMARY DESCRIPTION OF APPLICANT'S REQUEST & ANALYSIS
The Applicant, Doug Tamura, requests approval to vacate a portion of the existing right-of--way
of Nola Road. Nola Road is a public street located east of Locust Grove Road and north of
Lanark Street, approximately'/ mile north of Franklin Road. '
The portion of the Nola Road right-of--way the applicant is proposing to vacate is currently an
emergency vehicle turnaround access. Prior to the Locust Grove Road improvements between
Franklin and Fairview, Nola Road was the only railroad crossing in this area. With completion of
the Locust Grove Road extension the railroad crossing located on Nola Road was required to be
closed. The applicant is ,requesting City Council approval of the subject vacation prior to
submitting an application to Ada County Highway District.
NOTE: Per the Meridian Fire Department, if the vacation application is approved the property
located at 1854 E. Lanark Street will not have adequate turnaround access. Currently, the egress
to Nola Road removes the requirement for the turnaround. The Fire Code requires roadways
greater than 150 feet in length, which does not have an outlet shall be required to have an
approved turnaround. All access internal roads shall have a turning radius of 28 feet inside and
48 feet outside radius. Contact the Meridian Fire Department for approved turnaround options.

PROCESS FACTS
A. The Unified Development Code, Section 11-SA-2, requires the City Council to be the
decision making body on vacation applications within the City of Meridian. The Council's
decision represents consent for the Ada County Highway District to process the vacation
application. The District is the final decision making body.

RECOMMENDATION
Staff recommends approval of the request to vacate the portion of Nola Road north of Lanark
Street (VAC-08-002).
CONDITIONS OF APPROVAL
1. The applicant shall coordinate with the Meridian Fire Department to provide an
adequate emergency turnaround for the property located at 1854 E. Lanark Street.

2. Due to the fact of existing City Of Meridian facilities located in N Nola Road the
applicant will need to provide an easement granted to the City Of Meridian for public
purposes. The applicant shall provide a 20-foot easement for all public water/sewer
mains outside of public right of way (include all water services and hydrants). The
easements shall not be dedicated via the plat, but rather dedicated outside the plat
process using the City of Meridian's standard forms. The easement shall be
graphically depicted on the plat for reference purposes. Submit an executed easement
(on the form available from Public Works), a legal description, which must include
the area of the easement (marked EXHIBIT A) and an 8 1/2" x 11" map with bearings
and distances (marked EXHIBIT B) for review. Both exhibits must be sealed, signed
and dated by a Professional Land Surveyor. DO NOT RECORD. Add a note to the
plat referencing this document. The easements shall be granted to the City Of
Meridian prior to the approval from the Ada County Highway District.
