RZ-07-021 and PP-07-025 Dear Mayor and Council: Thies letter is intended to address issues regarding design standards, the private street and pedestrian crossings for this site. Design Standards: In a meeting with staff on March 19, 2008, it was clarified that this site is not within or adjacent to an entryway corridor. The design standards affecting this site are outlined in UDC 11-3A-19C. We concur that future construction will be required to comply with these standards. Private Street: The private street will be contained within an easement and will roughly be in the "L" shape as shown on the preliminary plat. Due to concerns about cut-through traffic, the private street will not be extended easterly to Leigh Field Way. Through design or physical obstruction, vehicles will be directed along the proposed private street to prohibit cut-through traffic. Pedestrian Walkways: Currently, there is an existing pedestrian walkway extending from N. Locust Grove along the southern boundary of the property and connecting to E. Leigh Field Way. As can be seen from the attached photographs, there are existing pedestrian walkways striped across the proposed private street and across Leigh Field Way to the elementary school. There is also a crossing guard stationed at the northeast corner of the property before and after school. As the attendance boundary for Discovery Elementary ends at Locust Grove, elementary students should not need to cross Locust Grove. Sidewalks are also along the C:\Documents and Settings\greent\Local Settings\Temporary Internet Files\OLK9EVvlayorCouncil.doc Mayor and City Council March 25, 2008 Page 2 southerly side of the private road, and will be extended on the west side of the private street where it turns north. In regard to pedestrian pathways and public safety, it should also be noted that all students at the charter schools start earlier than the elementary school and adjourn before the elementary school day ends. This schedule should limit pedestrian-vehicle conflicts within the site. We are proposing to add striping at the intersection of the private road where the street turns north (see attached exhibit). The applicant proposes striping in lieu of the pavers, colored or scored concrete, or bricks. Even if pavers were used, striping would be painted over the top, as school children are accustomed to the striping to designate pedestrian walkways. We also request that the five-foot-wide sidewalks to Locust Grove not be provided from the main building entrance, as the existing bermng prohibits the reasonable provision of sidewalks. Pedestrian walkways will be provided from E. Leigh Field Way to the existing buildings when construction occurs on those lots. In summary, we are in general agreement with the staff conditions of approval, but request that the staffls most recent recommendation to amend the development agreement read as follows: 4.1.10 All future buildings on the site shall comply with design standards pertaining to architecture (i.e. facades, primary entrances rooflines pattern variations and mechanical equipment), color and materials, and parking lots.
