Request for approval of an 18 month time extension to obtain the City Engineer's signature on the
final plat for Kingsbridge Subdivision No. 2, by Randal Clarnd
Staff has reviewed this application submittal and offers the following comments:
APPLICATION SUMMARY
The applicant, Randal Clarnd, has requested City Council approval of an 18-month time extension to obtain the City
Engineer's signature on the final plat for the Kingsbridge Subdivision No. 2. The subject final plat consists of 50 single-
family residential building lots and 13 common lots on 23.97 acres in an R-2 zoning district. The preliminary plat (PP-OS-
004) was approved by City Council on May 3, 2005 and would have expired on May 3, 2006; however the applicant
applied for, and the Planning Director granted on March 28, 2007, a 12-month time extension in accordance with UDC-
11-6B-7C. Furthermore, the administrative time extension granted on March 28, 2007 expired on March 14, 2008, which
has initiated the request for the second time extension for the project (the applicant submitted the subject time extension
request prior to the project expiring).
The applicant states the primary reasons for the subject time extension is because of the lack of financing and the delay in
the construction and sale of lots in Kingsbridge Subdivision No. 1. For these reasons, the applicant is unable to meet the
time requirements specified in UDC 11-6B-7.
The City of Meridian's Unified Development Code (UDC 11-6B-7C) allows the Director to authorize a single extension
of time to record the final plat, not to exceed 18-months, when the applicant files a written request for an extension prior
to the expiration of the plat. Additional time extensions up to 18-months as determined and approved by the City Council
may be granted.
With all extensions, the City may require compliance with the current provisions of the UDC as a condition for granting a
time extension (UDC 11-6B-7C). Staff believes that there are no additional conditions that should be added to those
approved by the City Council with the final plat for this subdivision; the previous plat conditions should be
complied with as part of the subject approval.
LOCATION
The property is located east of Eagle Road, approximately a '/z mile south of Victory Road in the NW '/, of Section 28,
T.3N., R.lE., and is a portion of lot 11, block 2 of Dartmoor Subdivision (Ada County Subdivision).
STAFF RECOMMENDATION
Staff recommends approval of an 18-month time extension to obtain the City Engineer's signature for Kingsbridge
Subdivision No. 2 to expire on September 14, 2009.
