Dear Joe:
It appears that in order for you to develop the above-mentioned project site you need to re-route
the Hardin Drain. You are proposing 3U" Class II concrete pipe with approximately 4 feet of
cover with 60" manholes. However tl~e drawings do not show bedding or fabric for the open
joints so the pipe can act as a drain. The bedding and compaction are for standard pipe
installation and the weed rack at the head end should be at a 3 to 1 slope. The plans indicate
using CMP for the first 15 feet, is there a reason for the different type of pipe?
Once the plans are changed to reflect the above-mentioned requested changes you may contact
the District's attorney, Bryce Farris at 342-4591 and ask that he prepare a License Agreement for
the re-routing of the Hardin Drain only. All storm drainage must be addressed before final
approval is granted.

Nampa & Meridian Irrigation District has completed review for the above-mentioned project
for storm water drainage, Plans indicate that all storm water will be retained onsite with a
portion of it being detained and returned into the Hardin Drain, which is owned and operated
by the Nampa & Meridian Irrigation District. The rates do not exceed the predevelopment
flow, therefore this is acceptable to Nampa & Meridian Irrigation District.
We do, however, need a License Agreement for discharge before construction begins. Please
contact the District's attorney Bryce Farris at 342-4591 to request that he prepare this
document. It will then be presented to Nampa & Meridian Irrigation District's Board of
Directors at the next available meeting for their consideration.

NOTICE OF HEARING
NOTICE IS HEREBY GIVEN pursuant to the Ordinances of the City of Meridian
and the Laws of the State of Idaho, that the Planning and Zoning Commission of the
City of Meridian will hold a public hearing at the Meridian City Hall, 33 East Idaho Street,
Meridian, Idaho at the hour of 7:00 p.m. on January 11, 2000 for the purpose of
reviewing and considering the application of Gary Bodily, Bodily R.V. for a conditional
use permit for proposed temporary parking and product storage on adjacent lots zoned
C-G located on Meridian Road between Franklin and Gem.
A more particular description of the above property is on file in the City Clerk's

Re: Request for Conditional Use Permit for Temporary Parking and Product Storage by

We have reviewed this submittal and offer the following comments, as conditions of the applicant.
These conditions shall be considered in full, unless expressly modified or deleted by motion of the
Meridian City Council.
The property is located between Meridian Road and East First Street, north of Gem Avenue and
south of Franklin Road. The applicant proposes, due to the rapid growth of business and associated
repair activities, to utilize portions of adjacent properties for overflow parking and product storage.
These sites are currently being used by the applicant but were not approved as part of the conditional
use permit; this application has been submitted due to modification/expansion of the existing
conditional use permit.
A requirement of sales lots is that one-third of the sales lot area be dedicated for customer use. Non-
compliance with this ordinance may contribute to the fact that customer parking cannot be
accommodated on site.
Meridian Road and East First Street are designated as entryway corridors in the Meridian
Comprehensive Plan. Staff is concerned about the proposal to neither pave nor continue the
landscape on Meridian Road. If the conditional use permit has a time limit set of 12 to 18 months,
extensions should not be considered without the appropriate improvements being made.
GENERAL REQUIREMENTS:
1. No additional sewer or water service is proposed as part of this application, and none is
approved.
2. No additional signage is proposed as part of this application, and none is approved.
3. If temporary gravel parking is approved, the access driveways should be paved their full

4. The subject property is currently zoned General Retail and Service
Commercial (C-G). The zoning district of C-G is defined within the City of Meridian
Zoning and Development Ordinance, Section 11-7-2K.
5. The proposed application requests a conditional use permit for proposed
temporary parking and product storage on adjacent lots. The C-G zoning designation
within the City of Meridian Zoning and Development Ordinance requires a
conditional use permit be obtained for most uses including those requested by the
