Location
This project is located on the north side of Overland Road immediately east of Linder Road. It
is 15.95 acres in area and is currently within the corporate limits of the City of Meridian. The
property is zoned Light Industrial (I -L) and has access from Overland Road. The freeway is
north of the subject property. The area immediately east of the subject property is developed
with industrial/commercial uses (zoned I -L). The property to the south and west is within
unincorporated Ada County and is developed with large residential lots and farm ground
(zoned Rural -Urban Transitional).
The area is comprised of a portion of the southwest quarter of Section 13, Township 3 North,
Range 1 West, Boise Meridian, Ada County, Idaho.
Site Overview
The subject property is currently undeveloped. The site is a former gravel extraction site. The
site has not been reclaimed, and the scars from the former extraction activities are still
evident. The Hardin Drain is a significant feature on the site. The drain sits 15 feet below the
highest point on the site (approximately the center). Municipal sewer and water services are
currently not available. Although Linder Road will likely be extended at sometime in the
future, the Ada County Highway District does not have funding for such an extension within
their current construction plans.
The property is designated as "Existing Urban" on the Comprehensive Plan Land Use Map.
Sales lots are listed as a commercial use in the zoning ordinance, and are conditionally allowed
in an industrial district.
Project Overview
The property owner proposes to develop a recreational vehicle sales lot. Only one structure is
proposed at this time—an approximately 2,500 square feet sales building. Much of the site will
be left undeveloped at this time. Two 8,000 square foot display and maintenance buildings are
shown as future phases of development.
The entry drive and sales building will be landscaped. There will also be landscape islands
within the vehicle show area. There will be perimeter landscaping along I-84 and Overland
Road. The applicant proposes to re-claim the site to minimize the scarring left from the
excavation activities. The Hardin Drain will be left open, at the request of the Nampa Meridian
Irrigation District.
We have proposed 44 parking spaces, 2 additional handicapped spaces, and 4 recreational
vehicle spaces. For sewage disposal, we propose a septic drain field with a future extension to
Linder Road and eventual hookup to City services. Water will be from an existing domestic well
with a future line extension to Linder Road and eventual hookup to City services.
The proposed site plan accommodates the eventual extension of Linder Road as called for in the
Meridian Comprehensive Plan.
Meridian Comprehensive Plan
As noted previously, the property is designated as "Existing Urban" on the Comprehensive
Plan Land Use Map. Because of the nature of the proposed use, there are a limited number of
relevant comprehensive plan policies.
Commercial Policy 4.3U seeks to "Encourage new commercial development within under-
utilized existing commercial areas." The subject property is currently an under-utilized
property within the City limits.
Economic Development Goal Statement 4.34U desires to "Help existing small businesses
expand employment and marketing opportunities." Bodily RV Center is an existing use within
the City of Meridian that is relocating to the proposed site.
(Please note that most of the Comprehensive Plan policies deal with neighborhood and/or
downtown commercial development. Because of the existing zoning, I also reviewed the
industrial land use policies. However, these were not very relevant given that a commercial use
is proposed.)
