HomeMy WebLinkAbout2008 01-15 Special/~ Meridian City Council Special Meeting January 15, 2008 The Meridian City Council Special Meeting was called to order at 5:30 P.M. on Tuesday, January 15, 2008 by President Councilman Charlie Rountree. Members Present: Mayor Tammy de Weerd, Keith Bird, David Zaremba, Charlie Rountree and Joe Borton. Staff Present: Bill Nary and Will Berg. Item 1. Roll-call Attendance: Roll call. X David Zaremba X Charlie Rountree X X Joe Borton X Keith Bird Mayor Tammy de Weerd Item 2. Adoption of the Agenda: Bird.: Mr. President. Rountree: Mr. Bird. Bird.: I move we adopt the agenda as published. Zaremba: Second. Rountree: It has been moved and seconded to adopt the agenda as published. ALL AYES. MOTION CARRIED. Item 3. Approve Beer & Wine License for Andrew's Rib Shack Meridian, LLC located at 112 E. Idaho Avenue: Borton: Mr. President. Rountree: Mr. Borton. Borton: I move we approve the Beer and Wine license for Andrew's Rib Shack. Bird: I second that if everything has been signed and everything ready to go, Clerk? Meridian City Council Special Meeting January 15, 2008 Page 2 of 4 Berg: Mr. President and Members of the Council everything will be in our office before we release the license. They were supposed to get their county license today. Rountree: I have a motion and a second. Any further discussion? Zaremba: Actually this is just in general on beer and wine licenses. I noticed that the fee that the city charges them is -- will have added up to like $270 and I guess we are only charging them half because it was for half of the year. But, that is really not my point. My question is don't people -this is a license that they bought from somebody else or that does happen and in some cases they go for thousands and thousands of dollars, isn't that fee -the fee the city charges is pretty small? Isn't there someway that we can make it more relative to the value of the license to the user? Rountree: Mr. Zaremba I guess I could respond to that. (Inaudible--) liquor licenses issued by the state. These are the wine and the beer (inaudible) issued by the county for the city and it is pretty much even. So there is no - Zaremba: They don't trade as great value? Okay. I was mixing items. Nary: Mr. President, Members of the Council Mr. Rountree is correct this is prorated because it is the second half of the year and they are due in April 30tH (inaudible). Rountree: I have a question based on the observation (inaudible--). Berg: Mr. President they have been and (inaudible--). Rountree: We have a motion and a second. All those in favor? Opposed? ALL AYES. MOTION CARRIED. Item 4. Budget Amendment in the amount of $6275 for the Police Department's Capital Vehicle Budget: Lavey: What this is is an adjustment to the capital fund for the Police Department. Several months ago when they were preparing the budget they put in a new car for Code Enforcement, but we (inaudible) the Mayor's Office to take her old car and utilize the (inaudible) for our needs and the thoughts on that were to one day find a larger car that would accommodate Council and other members riding in the Mayor's car and the other thing is finding a car that had much better gas mileage. Well, in researching the budget they only put an amount in there $17,500 which is really insignificant to meet those needs and what we did was Meridian City Council Special Meeting January 15, 2008 Page 3 of 4 found a vehicle that although still used met those needs and will stay within the budget request (inaudible--). Rountree: Any questions? Bird: Everything okay Stacy? Kilchenmann: Yeah. Bird: I move we approve the budget amendment for $6,275 for the Police Department. Zaremba: Second. Rountree: A motion and a second. Roll call vote, Mr. Berg. Roll Call Vote: Bird, aye; Zaremba, aye; Borton, aye; Rountree, aye. ALL AYES. MOTION CARRIED. Item 5. Executive Session per Idaho State Code 67-2345(1)(f) - (to consider and advise its legal representatives in pending litigation): Bird: Mr. President. Rountree: Mr. Bird. Bird: I move we go into Executive Session as per Idaho State Code 67- 2345(1)(f). Borton: Second. Rountree: It has been moved and seconded to go into .Executive Session. Mr. Berg. Roll Call Vote: Bird, aye; Borton, aye; Zaremba, aye; Rountree, aye. ALL AYES. MOTION CARRIED. EXECUTIVE SESSION: Bird: I move we come out of Executive Session. Zaremba: Second. De Weerd: Mr. President, just for the public record, we did have a Mayor for the day and the name was Yvette Butuk and she signed the beam, so we want to make sure that this is reflected in the public record so anyone that is trying to trace back who is that signature on there, they have that opportunity. Rountree: I would entertain a motion to adjourn. Bird: So moved,. Zaremba: Second. Rountree: It has been moved and seconded to adjourn. All those in favor say aye. Opposed same sign. ALL AYES.
