EXCEPT that portion conveyed to Idaho Central Railway Company, described as follows: Beginning at the SW corner of the NE 1/4 of the SE 1/4 of Section 7, T.3N., R.lE., and running therewith the subdivisional line each 3,980 feet to the SE corner of the NE 1/4 of the SW 1/4 of Section 8; thence North thirty eight feet to the Northern limit of the right-of-way of the Idaho Central Railway therewith said line N88°18'W, 3,980 feet; thence South 137.5 feet to the place of beginning, containing an area of eight (8.01) one hundredths acres. We further request that this property be zoned Industrial zone upon annexation by the Council. The property is bounded by arterial streets and the railroad and had all the attributes necessary for industrial land. These requests are made in behalf of our client, Mr. E. L. Locust Grove Road is classified as a major arterial and therefore has an access limitation. There are 8 lots fronting on and having their only access to Locust Grove Road. 2. East Pine Avenue is classified as a collector street which has an access limitation. Lot 10 of Block 4 fronts on the collector and a major arterial. It is recommended in redesign of the subdivision that all lots front on and have access only to interior streets. Question was raised about getting the developers to build the whole street betW eL3i the two developments. Commissioners agreed with Mr. Joines' comments concerning the two plans. CAPITAL IMPROVEMENTS PROGRAM - Gary Funkhouser asked if the Commission has had a chance to look at the program he is suggesting for Capital Improvements. After discussion, the Commission agreed that Mr. Funkhouser should go ahead with the program. This year's program will be developed first. Glenwood -Cole Extension - Commissioner Jeppesen received a letter from a citizen regarding the Glenwood -Cole Extension. Mr. Funkhouser said it will be considered again when the budget for the coming year is set up. Mr. Funkhouser will write a letter to the property owner advising him of that fact. Per the request of J -U -B the problem of access was taken to the District Commissioners for decision. Their decision on the access and on right-of-way requirements on the abutting streets to the development was rendered as discussed in the attached letter. On behalf of the Ada County Highway District Commissioners, the District's Technical Review Cc>nmittee approves the plat subject to the following conditions: 1. The developer has the option of providing improvements to the abutting streets, East Pine and Locust Grove, or making deposit to the Public Road Trust Fund for their future improvement. If the installation option is selected the improvements must be made to Ada County Highway District Standards and Specifi- cations. 2. Provide and install street improvements in accordance to the latest edition of the Ada County Highway District Detail Specifications and Standard Drawings. Street improvements to install include the following: a) Provide by dedication 40 feet of right-of-way as measured from the centerline of East Pine to the property line. b) Provide by dedication 30 feet of right-of-way as measured from the centerline of Locust Grove to the property line. c) Full improvement of all interior streets to Ada County Highway Di.stri.c. Standards and Specifications. d) Observe the number of access points to Locust Grove as indicated in the attached letter. page 2 • • - May 23, 1979 Bews and Smith Industrial Park 3. Provide the District's Review Officer two (2) complete sets of detailed street, utility, and drain plans. Include a drainage report, as required by County Engineer, and payment of fee charged for Preliminary Plan and Profile Review. Fee is $2.50 per lot. If plans are found to be complete, you and your engineer should receive notification within ten working days of any ccnanents, recommendations, and/or conditions required to satisfy the District's.Specifications and Standards. Upon completion of any and all revisions specified, resubmit two (2) complete sets of detailed street, utility, and drain plans. Include a copy of Engineer's Construction Quantity Units Estimate and a copy of the plat. If plans are acceptable and approved for construction, you and your engineer_ should receive notification within ten working days that the plans are approved and advise, you of the Surety Agreement requirements, amount necessary to bond for Surety Agreement, and amount required to pay fee charged for District's quality control testing. 4. Provide for the installation of street signs. The District charges a fee for the installation of these signs and is payable anytime after concrete improve- ments are installed, but prior to the District's acceptance of streets for contin- uous public maintenance. Street signs to provide are as follows: a) Street name signs at all street intersections. b) Stop signs at all street intersections involving East Pine and Locust Grove. Installation fee is $35.00 per stop sign; $35.00 per speed sign; $80.00 per intersection for street name sign. Note: All fees are subject to change without notice. 5. Prior to recording the Final Plat you are required to have the plat accepted by the Ada County Highway District Commissioners and endorsed by the District Commissioner Chairman. Regular meetings are held every Thursday. All the street improvements as required by the City Engineer; engineered base gravels, asphalt pavement and concrete gutter, will still be used with the only difference being the introduction of a 3 -foot wide concrete valley gutter in the place of a standard curb and gutter section. (See attached drawing). Before we considered using the valley gutter system in the Bews and Smith Industrial Park, we investigated some existing industrial parks in this area which have used the valley gutter on their interior streets. Of all the industrial parks visited, the biggest and possibly the oldest installation of the valley gutter was in the Boise Foundary Industrial Park Nos. 1 through 4 located east of Boise and adjacent to the Boise Municipal Airport. That particular subdivision, although larger in size, is very similar to the proposed Bews and Smith Industrial Park Subdivision in that the businesses locating there are primarily low volume commercial, warehouse or small industrial ventures with a few large warehouse type businesses located on the larger interior lots. The valley gutter system was used exclusively throughout the entire subdivision and, although it had been constructed for ten (10) years, it showed no signs of physical deterioration and looked well maintained after such a long length of time. We do not propose that the concrete valley gutters should be used in every industrial park subdivision, but, in some subdivisions, such as the Boise Foundary Industrial Park and the proposed Bews and Smith Industrial Park, such gutters can and should be used since the development benefits more from a valley gutter than a standard vertical curb and gutter. Industrial parks have always had a negative stigmatism associated with them because generally those developments are rather large and relatively unmaintained as far as the public right-of-ways are concerned. However, in the Boise Foundary Industrial Park it can be seen that landscaping and careful site planning has in most instances lead to quite an attractive site and a portion of that can be attributed to the valley gutters in that they are easily maintained by equipment and do not act as a collector of dirt and trash as standard vertical J -V �B ENGINEERS, Inc. *uth Beechwood Avenue, Suite I — Boise, Idaho 83705 • Honorable Mayor Joe Glaisyer -2- August 15, 1979 curbs often do. Hopefully, some of the following reasons will lead you to believe that in industrial parks a valley gutter is just as good, and sometimes even better than standard curb and gutter: 1. First and foremost is the advantage of the accessability into the lot from the public right-of-way. With standard vertical type curb and gutter, curb cuts must be positioned and poured at the same time as the rest of the curb is constructed. This puts the developer at a great disadvantage as he must try and second guess the future lot owner on two (2) counts; one, on where the curb cut should be located and two, on how wide the curb cut should be. Frequently, the developer will locate a curb cut on the lot that will not completely match with the future owners site plan. So, either the curb cut must be moved, usually at substantial expense, or the site plan needs to be altered to fit the existing curb cuts. A valley gutter installed across the front of the lot will prevent such a choice and unnecessary expense from ever occurring. 2. The two (2) main functions of a curb and gutter section is to provide lateral support for the pavement structure and to control surface runoff. The valley gutter will perform the exact same two functions. 3. Depending on the type of curbing used, some protection for pedestrians and above ground utilities is realized from vehicular traffic. In residential and high volume commercial areas, this measure of pedestrian safety is very definitely needed. However, in industrial subdivisions, the safety offered by vertical curb is not needed for two (2) reasons: (1) the amount of pedestrian traffic in industrial subdivisions is extremely small due to wide lot spacing and the nature of businesses located there; and (2) vehicle types and speeds are generally completely different than in residential and commercial areas. Industrial parks, as a general rule, attract primarily medium to large truck traffic traveling at very low speeds. Due to these two factors, a concrete valley gutter instead of regular curb would be just as effective. Any above ground facilities i.e., fire hydrants, utility poles, light poles, etc., can either be located further away from the street or protected by other means. It is hoped that what we have presented to you here will persuade you to accept our plan to install concrete valley gutters in place of regular curb and gutters. Conversations with Gary Smith, the Meridian City Engineer, has indicated that the valley gutter idea would be acceptable from an engineering standpoint.
