McMillan Road City of Meridian City Clerk Office Applications: Annexation and Preliminary Plat Highlights of Proposed Development: Annexation and Zoning of 5.18 acres to R-4 zoning and Preliminary Plat approval of 16 single-family residential building lots and 3 common lots on 4.92 acres. The proposed gross density for the subdivision is 3.25 dwelling units per acre with a net density of 4.02 dwelling units per acre. Lot sizes range from 8,077 square feet to 14,454 square feet. Elevations:Yes Proposed DA requirements: • The developer shall construct homes on the elevations the site that are in substantial compliance with The applicant shall construct homes on the site that contain the following design features: gable rooflines facing the street, shutters, substantial pillars with substantial bases and front facades accented with brick/stone, and covered porch areas. Building materials should be of quality materials including but not limited to wood siding, hardie plank siding and/or stucco, incorporating varying siding materials (wide plank, narrow plank, board and batten, and cedar shingles) painted in earth tone colors. Outstanding Issues before Council: The Council voted to continue these items to allow staff to review the revised preliminary plat and landscape rendering because the applicant submitted revised plans that were not consistent with the Planning and Zoning Commission's Recommendation. Staff has conducted a comprehensive review of the revised plans and offers the following: 1) The revised plat shows the re -location of the non -buildable lot from the southwest corner of the project to be on the northwest side of the Copper Ridge/Matador intersection. By relocating the common lot centrally within the development, the applicant has made it more functional and accessible for the future residences of the subdivision. In addition, the applicant has provided the tot lot and picnic tables to serve as amenities as recommended by the Planning and Zoning Commission. 2) The average lot sizes have increased from 9,751 sq. ft on the old plat to 10,124 sq. ft. on the revised plat. The approve the revised plat, the following changes need to be made to the conditions: 1) 1.1.1 The preliminary plat labeled as Sheet Preplat, prepared by Briggs Engineering, dated 7/25/07 11-20-07, is approved with the conditions listed herein.
