Dear Will:
In response to Bruce Freckleton's memo of 5-2-96 to the Mayor, and- City Council
regarding the final plat for the above referenced, my comments are as follows:
General Comments:
1. The only ditch which- is affected by this subdivision. is -the Finch Lateral.. This
ditch has already been piped. Previous Council action determined that the drain
which is west of this parcel was not required to be piped.
2: To my knowledge, there are no existing wells or septic systems which are affected
by this- subdivision.
3. As this is a re-subdivision of a portion of Bedford Place; there are not airy new
storm water disposal systems being proposed. The plans for Bedford Place were
approved based on prior ground water elevations.
4. A copy of -the. CCSLR's were delivered to Anna on 5/6/96.
5 The pressure irrigation system: is planned to be owned and maintained by the
Home- Owners Association.
6. The FEMA designation for this site is Zone X per panel number 1600,1-0144C,
- dated .December 17, 1991. This designation- indicates the parcel is outside the
500 year flood limits.
SITE SPECIFIC COMMENTS
1. I agree-that this plat conforms to the approved preliminary plat..

2. Again, this is a re-subdivision of an existing platted development. There are not
any new right-of--ways being dedicated. Therefore, we would not have any street
names to be approved. .
3. A license agreement with NMID, which addresses the current and proposed
easements for the Finch Lateral, will be provided prior to requesting a signature
of this plat from- the City Engineer.
4. The Nampa-Meridian easement is not an exclusive easement. However, it does
restrict portions of the easement to be non-encroachable. As stated in Note 12,
"They°e shetll be ran huildings, fences, trees, ~~~ shrubs" within this easement. Utilities
have been designed to be within the NMID easement. Adding the public utility
easements to the plat would only confuse the intent, therefore, I propose that the
plat remain "as is" regarding these easements.
5. Note No. 10 has been revised and now excludes the garage .area.
6. The northwest corner of Government Lot 3 has been labeled.
7. Sheet 1 of 2 has been stamped.
8. Compaction test results for the Finch Lateral relocation will be provided to the
building department.
9. The curve direction will be reviewed and corrected, if necessary.
I have enclosed 10 copies of the final plat which depicts the above modifications.

Re: Bedford Place Subdivision No. 2
Dear Councilmen:
I have reviewed the application for Bedford Place Subdivision
No. 2 and find that it includes approximately 8 homes assuming a
median value of $110,000. We also find that this subdivision is
located in census tract 103.11 and in the attendance zone for
Chief Joseph Elementary, Meridian Middle School and Meridian High
School.
Using the above information we can predict that these homes, when
completed, will house 3 elementary aged children, 2 middle school
aged children, and 2 senior high aged students. At the present
time Chief Joseph Elementary is at 117% of capacity.
The Meridian School District will grant approval of this
development, however this subdivision will cause increased over-
crowding in all three schools. There is little opportunity to
shift attendance boundaries since the surrounding schools are
also well over capacity.
The cost per student for newly constructed schools, excluding
site purchase price and offsite improvements, exceeds $5,000
per elementary student and $10,000 per middle or high school
student.
We are in a difficult position and need your help in dealing with
the impact of growth on schools.

STORMWATER MANAGEMENT RECOMI~~NDATIONS
We recommend that the first one half inch of stormwater be pretreated through a
grassy swale prior to discharge to the subsurface to prevent impact to groundwater
and surface water quality. The engineers and architects involved with the design
of this project should obtain current best management practices for stormwater
disposal and design a stormwater management system that is preventing
groundwater and surface water degradation. Manuals that could be used for
guidance are:

STORMWATER AND SITE DRAINAGE MANAGEMENT.

Nampa & Meridian Irrigation District's Finch Lateral courses along
the North boundary of the project. The right-of-way of the
Finch Lateral is 80 feet: 40 feet from the center each way facing
downstream. See Idaho Code 42-120B--RIGHTS-OF-WAY NOT SUBJECT TO
ADVERSE POSSESSION. The developer must contact John P. Anderson or
Bill Henson at Nampa & Meridian Irrigation District, 466-0663 or
345-24331, for approval before any encroachment or change of right-
of-way occurs.
Nampa & Meridian Irrigation District requires a Land Use
Change/Site Development application be filed for review by the
Irrigation District prior to final platting. All laterals and
waste ways must be protected. All municipal surface drainage must
be retained on site. If any surface drainage leaves the site,
Nampa & Meridian Irrigation District must review drainage plans.

information.
The developer must comply with Idaho Code 31-3805. It is
recommended that irrigation water be made available to all
developments within Nampa & Meridian Irrigation District.
