These conditions shall be considered in full, unless expressly modified or deleted by motion of the Meridian City Council: GENERAL COMMENTS Any existing irrigation/drainage ditches crossing the property to be included in this project, shall be tiled per City Ordinance 11-9-605.M. Plans will need to be approved by the appropriate irrigation/drainage district, or lateral users association, with written confirmation of said approval submitted to the Public Works Department. 2. Any existing domestic wells and/or septic systems within this project will have to be removed from their domestic service per City Ordinance Section 5-7-517. Wells may be used for non- domestic purposes such as landscape irrigation. 3. Determine the seasonal high groundwater elevation, and submit a profile of the subsurface soil conditions, as prepared by a soil scientist, with street development plans. 4. Submit a plan approval letter to the Public Works Department from the entity having jurisdiction over design and construction of the pressurized irrigation system. A letter of credit or cash, will be required for these improvements prior to signature on the final plat. 5. Indicate on the final plat map any FEMA Flood Plains affecting the area being platted, and detail plans for reducing or eliminating the boundary. 6. Coordinate fire hydrant placement with the City of Meridian Public Works Department. 7. Make any corrections necessary to conform. 8. Please address, in written form, all items contained in this memorandum (both General and Site Specific) and submit to the City Clerk's office by 12:00 noon, December 12, 1997. Prior to development plan approval, three copies of the revised plat must be reviewed by the Public Works Department for compliance with all conditions of plat approval. SITE SPECIFIC COMMENTS 1. This final plat generally conforms to the approved preliminary plat. 2. Six-foot-high, permanent perimeter fencing is required to be in place along the easterly subdivision boundary prior to obtaining building permits unless specifically waived in writing by the City P&Z Administrator. A letter of credit or cash will be required for this fence prior to signature on the final plat. 3. Submit detailed landscaping plans, including sizes and species of vegetation and details of walkways, for approval prior to signature on the final plat. Provide five-foot-wide sidewalks in accordance with City Ordinance Section 11-9-606.B. Sidewalk improvements will be required along- entire frontage of Ustick Road as well as within development. 5. Sanitary sewer service to this site will be via the existing main that traverses through the development. Approval of this application needs to be contingent upon our ability to accept the additional sanitary sewage generated by this proposed development. Applicant will be responsible to construct the sewer mains to and through this proposed development. Subdivision designer to coordinate main sizing and routing with the Public Works Department. Water service to this site will be via an extension of an existing main that traverses through the development. All street signs, road base, street lights, pressurized irrigation system, domestic water system (activated fire hydrants), and fencing are to be installed prior to obtaining building permits. The developer shall be responsible for the payment of sewer and water assessment fees, as well as the actual physical connection of the existing home that is located within the boundaries of this subdivision (per General Note #2). 9. The developer shall be responsible for the payment of water assessment fees for the common areas within the entire Bedford Place development. Payment of these fees is required prior to signatures on the final plat. 10. The developer shall be required to update the pressurized irrigation system O&M manual to include all phases of this development. A substantially complete copy shall be required prior to development plan approval, and the final complete copy, including as-built drawings shall be required prior to the City's final subdivision approval. 1.1. Correct the "Block 7" reference in the 9th line of the legal description of the Certificate of Owners. It appears that it should read "Block 8". 12. Correct the "26.73 feet" reference in the 12th line of the legal description of the Certificate of Owners. It appears that it should read "26.37 feet". KINGSFORD Mayor MEMORANDUM: November 8, 1995 To: Mayor, City Council and Planning & Zoning From: Bruce Freckleton, Assistant to City Engineer ~ Re: BEDFORD PLACE SUBDIVISION - (REVISED) (Revised Preliminary Plat - By Brighton Corporation) I have reviewed this submittal and offer the following comments, for your information 'and consideration as conditions of the Applicant during the hearing process: GENERAL COMMENTS 1. Any existing irrigation/drainage ditches crossing the property to be included in this project, shall be tiled per City Ordinance 11-9-605.M. The ditches to be piped are to be shown on the Preliminary Plat. Plans will need to be approved by the appropriate Irrigation/Drainage District, Lateral Users Association or Down Stream Users, with written confirmation of said approval submitted to the Public Works Department. No variances have been requested for tiling of any ditches crossing this project. 2. Any existing domestic wells and/or septic systems within this project will have to be removed from their domestic service per City Ordinance Section 5-7-517. Wells may be used for non-domestic purposes such as landscape irrigation. 3. Submit copy of proposed restrictive covenants and/or deed restrictions for our review. 4. Provide 5 foot wide sidewalks in accordance with City Ordinance Section 11-9-606.B. 5. Water service to this development is contingent upon positive results from a hydraulic analysis by our computer model. 6. Make any necessary mapping corrections to comply with the requirements of the Ada County Street Name Committee prior to resubmittal to the City. 7. Sewer manholes are to be provided to keep the sewer lines on the south and west sides of the centerline. 3. Subdivision designer to coordinate main sizing and routing with the Public Works Department. 4. .100 watt high pressure sodium street lights will be required at locations designated by the Meridian Public Works Department. All street lights shall be installed, at subdivider's expense. Typical locations are at street intersections and/or fire hydrants. 5. If it is your intention to phase the development of this Subdivision, please indicate on the Preliminary Plat map a line dividing each phase along with their sequence. This Plat generally conforms to the previously approved Preliminary Plat map. 2. Please submit a copy of the Ada County Street Name Committee's approval letter for the Subdivision and street names. Make any corrections necessary to conform. 3. Please provide the Public Works Department with documentation from the Nampa & Meridian Irrigation District that the existing 80 foot wide Finch Lateral maintenance easement has been vacated, and proof that they approve and will accept the new proposed easement location. 4. The easement for the Finch Lateral is anon-encroachable Nampa & Meridian Irrigation District Easement, therefor, the 10 foot wide easements referenced in plat notes no. 2 and 13 can't be situated as noted. A 10 foot wide Public Utilities, Drainage and Irrigation easement will be required adjacent and parallel to the non-encroachable Finch Lateral easement along the N. Arrowwood Way and E. Wakely Street frontages. 5 foot wide Public Utilities, Drainage and Irrigation easements will be required adjacent and parallel to the non-encroachable Finch Lateral easement between Lots 27 & 28. A 5 foot wide Public Utilities, Drainage and Irrigation easements will be required adjacent and parallel to the north line of Lot 27. All these easements should be shown graphically on the plat. 5.
