Gt ~_ ~ ~' U ~ ~ 7' I have reviewed the plat for Bedford Place Subdivision No. 3 and find that it includes approximately 39 homes assuming a median value of $115,000. We also find that this development is located in census tract 103.11 and in the attendance zone for Chief Joseph Elementary School, Meridian Middle School and Eagle High School. As the result of overcrowding at Chief Joseph Elementary students from this development will be bussed to Ustick Elementary. Using the above information we can predict that these homes, when completed, will house 13 elementary aged children, 10 middle school aged children, and 9 senior high aged students. The cost per student for newly constructed schools, excluding site purchase price and offsite improvements, exceeds $5,000 per elementary student and $10,000 per middle or high school student. The Meridian School District will grant approval of this development, however this subdivision will cause increased overcrowding in all three schools. There is little opportunity to shift attendance boundaries since the surrounding schools are also well over capacity. We are in a difficult position and need your help in dealing with the impact of growth on schools. Submit approved license agreement from Nampa-Meridian Irrigation District for encroachment of their easement. 3. Application states this "merely modifies the lot lines for two lots" originally approved for Bedford Place Subdivision. I do not believe adding eight residential lots where originally there was proposed a greenway/bike path is a "mere modification. " I recommend that this application for preliminary plat be denied. It is not the City's responsibility to ensure Applicants recoup the cost of tiling ditches, which is required by Ordinance, when they are unable to meet the representations made in public hearings. to get their zoning and plat approved.
