BOX 219 EAGLE, IDAHO 83616 phone (208) 939-0236 fax (208) 939-0211 February 5, 2008 Planning Department City of Meridian 660 East Watertower Lane, Suite 202 Meridian, ID 83642 Project No. 0719 Meridian Family Eyecare 125 West Cherry Avenue Meridian, Idaho NARRATIVE This will supplement our Narrative of October 29, 2007, explaining changes to our original request for Conditional Use Approval to allow development of this site for the proposed Meridian Eye Care Building. ~~ The Site Plan has been modified, placing the building to the East, the pazking to the West. `~. The reason for the change is that Ada County Highway District (ACHD) has requested ~ ~,,` five more feet (5'-0") ofright-of--way along Cherry Lane than originally anticipated. This `'~,~reduces the North-South dimension of the lot to the point it is impossible to achieve the bu:~lding and pazking needed. However, the East-West dimension of the property is suffii;;ient to allow reasonable development. This modification does allow retention of one (1) additional lazge mature tree along Second Street; .the West border of this site. Only one (1) existing tree will have to be removed; we believe this is a significant value to the community, as should be seen as sufficient reason for placing the building to the East, the drive in and pazking to the West. Because the proposed pazking will not be located behind (South of) the proposed building, we propose the signif cant landscaped azea North of the parking. This keeps one (1) lazge tree and adds sufficient planting material to screen the parking from ready visibility from Cherry Lane. Please note the setback of the pazking from the corner of Cherry Lane and Second Street is large, sufficient for appropriate screening. ~ .. GI~!.~~= N~ERIDIAN C1TV' ~~ERK OF• i(;F We are also requesting that no door be required to open directly to the North, because this would not work with the proposed interior building arrangement. The patient flow in this eye care facility is very important, and entrance-exiting must be directly to the reception area. Also, logic would suggest that the entry be located and oriented toward the parking, especially the handicapped accessible parking area. An additional door could be added facing directly to the North, but this seems unnecessary and a bit awkward. The Site Plan shows very direct pedestrian access to the walk along Cherry lane, and this should be sufficient to function well and be attractive. Again, we believe that this development will be a significant asset to the community, will be attractive, and in compliance with the intent of the applicable ordinances.
