My name is Eric Exline, and I live at 415 West Lake Hazel Road, Meridian Idaho. This property is
part of Cochrane Estates, which is located on the south side of Lake Hazel Road, approximately
1/4 mile from the intersection of Lake Mazel and Meridian Road.
As a resident living in the South Meridian area, I have participate in all of the community meetings
that were held to gather input from the current residents to be used in the development of the
South Meridian Comprehensive Plan. I appreciated and have been supportive of the process
used, and I generally believe that the plan reflects many of the sentiments expressed during that
process.
Before the plan was presented to Meridian Planning and Zoning, it was modified to remove the
area of the plan that had been previously designated "very low density" (this was the zoning
designation for Cochrane Estates in the that plan). My understanding from city staff is that this
change was made to avoid adding a new zoning designation to Meridian's current ordinances.
At that time, this change removed my property from the planning area. This caused me
considerable concern, as I had participated in the process to that point, I do not wish to have my
property included in a future Kuna planning area, and I was supportive of the previous zoning
designation for my property and the subdivision it is part of. I sent a letter to planning and zoning
prior to the meeting where it approved the current version of the plan, and based on that
correspondence, planning and zoning amended the plan to include my property.
Unfortunately, because I have a work commitment Thursday nights, I was not able to attend and
planning and zoning included my subdivision, but as a med-high density residential.
With this background, I would request the following:
1. Include my property and Cochrane Estates in the South Meridian Comprehensive Plan
2. Include this subdivision at the lowest possible density allowable under the city's zoning
ordinances
3. Provide whatever measures are possible to mitigate the impact of a mixed-use zoning
designation immediately adjacent to what are now five-acre home sites.
The final point is most problematic from the standpoint of a current resident. My property and the
other properties in my subdivision are currently operated as small farms, with livestock, etc. The
mixed-use designation immediately along our property lines has the potential to create a conflict
of use between the existing residents the proposed use.
In meeting with city staff, it appears possible to create measures to mitigate this conflict (such as
requiring the portion of mixed use zoning adjacent to our properties as the residential portion of
that mixed use). Any such modifications like this that might be able to be included in your
approval would be greatly appreciated.
