DATE: June 15, 2001 Background pj~ECEIVED q~~ ~ ~~, '~,; CITY OF MERIDIAN CITY CLERK OFFICE Water service and fire flow modeling for the subdivision was previously conducted in ..April, 2000. At that time, the 12-inch interne between the St Luke's Service Zone and the Meridian Greens Service Zone was not in place. Results of the modeling indicated the current supply in the Meridian Greens service zone, Well 17, was not adequate to meet the anticipated maximum day demand of the zone plus a 1,000 gpm fire flow in the proposed development or a 1,500 gpm fire flow near the intersection of Overland and Stoddard. The modeling showed that additional water supply needed to be sited west of Meridian Road along Overland Road, closer to the demand center. Recommendations included the addition of a new 1,500 gpm well near the intersection of Overland and Stoddard. Since that time, the 12-inch intertie has been installed to connect the two service zones. However, Bear Creek Estates receives limited benefit from the interne. The proposed 150 acre Bear Creek Estates Subdivision, which includes 370 buildable lots, is located south of Overland and east of Stoddard Road. Phase 1 of the proposed subdivision will include 130 buildable lots. Water Supply .Water supply in the combined St Luke's and Meridian Greeri s service zone includes Wells .16,17,18, and the Meridian Greens Booster Station. The total nominal supply from these sources is estimated at 6,000 gpm or 8.64 mgd. The firm capacity for the service zone, with Well 18 out of service, is 4,400 gpm or 6.336 mgd. However, recent operational practices for the service zone has not included using the Meridian Greens booster station, which is anticipated to deliver 1,100 gpm. Without the booster station and Well 18, the zone water supply is approximately 3,300 gpm, or 4.752 mgd. The City is currently changing the booster station controls to incorporate the Meridian Greens booster station into the zone's supply. Water Demand In 2000, the observed maximum day demand for the total system was 13.348 mgd. Demand in the combined St Luke's and Meridian Greens service zone was 3.881 mgd or approximately 30 % of the total maximum day demand. On a firm capacity basis, with Well 18 offline, the City was at 61 % of its supply capacity for the zone. Using only Wells 16 and 17, the zone was at 81 % of its supply capacity. As noted above, this has been the recent practice in supplying water to this zone. C:IWINDOWSITEMPIBEARCREEKSERV{CEPHASINGDOC Near Term Zone Growth BEAR CREEK ESTATES SUBDIVISION Last year it was estimated that there were approximately 3,400 developed lots in the combined service zone. Near term development in the combined service zone includes Bear Creek Estates with 370 buildable lots, Tuscany Lakes with 353 buildable lots, and Observation Point with 88 buildable lots, totaling 806 new lots. When fully developed this will be a 23°~ increase over the current estimated developed lots of 3,400. While the current total supply in the combined zone can meet this increase in domestic demand, it is unable to meet fire flow requirements in the Bear Creek Estates area under maximum day demand conditions. The following two modeling runs demonstrate the impact of the recent intertie between the two service zones and the incremental affect of adding Well 18. As can be seen, the pressures in the upper end of the proposed subdivision are less than the required 20 psi minimum during a fire condition. Therefore, development should be limited at this time to the north end of the subdivision. Run 1, File 425BEARA.WK1 This run simulates a maximum day demand condition with the addition of a 1,500 gpm fire flow at Overland and Stoddard. Under this condition, Well 16 is delivering 1754 gpm to the zone at a pressure of 78 psi, Well 17 is delivering 1,905 gpm to the zone at a pressure of 65 psi, and one Meridian Greens booster pump is delivering 1,353 gpm at 59 psi. The resultant pressure at the fire is 31 psi. However, the residual pressures through the development ranged from 13 to 36 psi. Run 2, File 425BEARC.WK1 This run is similar to Run 1, with the addition of a Well 18 Under these conditions, the model predicted a residual of 36 psi a the fire and pressure in the range of 17 to 42 psi in Bear Creek Estates Conclusions and Recommendations At this time it appears the proposed 130 units in first phase of Bear Creek could be served. This is based on the assumptions that the Meridian Greens booster controls are modified to allow the booster to be used as a source of supply in the service zone, and Tuscany Lakes and Observation Point subdivisions do not go this season. We understand that the new well in Bear Creek Estates, Well 22, will be completed at the end of the year. This will provide the previously recommended source of supply on the west side of Meridian Road. Approval of additional phases of Bear Creek Estates or other subdivisions within the service zone should be contingent upon the completion of Well 22. These conditions shall be considered in full, unless eacpressly modified or deleted by motion of the Meridian City Council: LOCATION & SURROUNDING USES The subject property is located east of S. Stoddard Road, south of W. Overland Road, and north of W. Victory Road. The parcel(s) is currently zoned R-4. This is the second phase of the overall Bear Creek Preliminary Plat which includes 326 residential lots on 150.79 acres. The Itidenbaugh Canal borders the property on the south. Elk Run Subdivision, as well as acreages with single-family homes in Ada County, border the development to the east. The property is located in an area designated as single-family residential in the Comprehensive Plan. SITE SPECIFIC COMMENTS 1. Applicant is to meet all terms of the approved preliminary plat and development agreement. 2. Applicant has indicated previously that the pressurized irrigation system within this development is to be owned and maintained by the Nampa & Meridian Irrigation District. The applicant shall be required to provide a backup source to the pressurized irrigation system. If a well or surface source is not available, asingle-point connection to the City of Meridian's domestic water system will be allowed for the development, but not for the park area due to its size. In the event that domestic water is used as a backup source, common areas within the development will be subject to City of Meridian water assessments. In the event water from an irrigation well constructed by the City is used for the PI system, as either a supplemental or a backup source, the developer will be responsible for reimbursing to the City proportionate costs of construction prior to final plat signature. Payment of water assessment fees for the common areas is required prior to city signatures on the final plat map. 3. Compaction test results must be submitted to the Meridian Building Department for all building lots receiving engineered backfill. The design of drainage areas shall ensure that water is retained only during 25-year storm events for a period of time not to exceed 24-hours. 5. Street signs are to be in place, water system shall be approved and activated, pressurized irrigation system approved and activated, drainage lots constructed, perimeter fencing installed, and road base approved by the Ada County highway District prior to applying for building permits. All development improvements shall be installed and approved prior to obtaining certificates of occupancy. A letter of credit or cash surety in the amount of 110% will be required for all fencing, pathways, landscaping, pressurized irrigation, sanitary sewer, water,. etc., prior to signature on the iu1a1 plat. 6. All required landscaping trees shall be a minimum of two inches in caliper, not 1'/2 inches as depicted on the submitted landscape plan. A revised landscape plan shall be submitted for approval to the Planning & Zoning Department prior to Ciry Engineer signing Final Plat. 7. Sanitary sewer service to this site will be via a temporary lift station pumping to an existing gravity sewer main located in Overland Road. The lift station is currently under construction as part of phase I. Applicant will be responsible to construct lateral sewer mains to and through this proposed development. Subdivision designer to coordinate main sizing and routing with the Public Works Department. Black Cat trunk development fee of $1,500.00 per dwelling unit shall be assessed against this development. Payment of the trunk development fee is required prior to signature on the final plat map by the City Engineer. 8. Water service to this site will be via extensions of existing mains installed in adjacent developments, as well as from the new domestic well that is currently under construction within Phase I. Applicant will be responsible to construct the water mains to and through this proposed development. Subdivision designer to coordinate main sizing and routing with the Public Works Department. The Public Works Department can't recommend approval of this development until such time as the new City well being constructed within Phase I of Bear Creek is operational. 9. Applicant's engineer will be required to submit a signed, stamped statement certifying that all street finish centerline elevations are set a minimum of three-feet above the highest established normal groundwater elevation. 10. Sidewalks are to provide a clear five-foot-wide walkway pathway without encroachment of mailbox structures. 11. Submit copies of proposed restrictive covenants and deed restrictions for review by the City Attorney's office. 12. Complete the Certificate of Owner's and it's accompanying Acknowledgment. 13. Correct the distance shown for the south line of Lot 15, Block S, (show both segment.) FP-01-007 Bear Creek Subdivision No. 2 • Mayor and Council May 10, 2001 Page 3 14. Create a common area lot, owned and maintained by the Home Owner's Association, over the 20-foot easement for the Kennedy Lateral, or in the event that the Nampa & Meridian Irrigation District grants an encroachment agreement for a portion of the easement, the lot line may be set at the encroachment line, and the balance of the easement shall be a common area lot. 15. Staffs failure to cite specific ordinance provisions or terms of the approved preliminary plat does not relieve Applicant of responsibility for compliance. GENERAL REQUIREMENTS 1. All irrigation ditches, laterals or canals, exclusive of natural waterways, intersecting, crossing or lying adjacent and contiguous to the area being subdivided shall be tied per City Ordinance 12-4-13. Plans will need to be approved by the appropriate irrigation/drainage district, or lateral users association, with written confirnlation of said approval submitted to the Public Works Department. 2. Any existing domestic wells and/or septic systems within this project will have to be removed from their domestic service per City Ordinance Section 9-1-4 and 9-4-8. Wells may be used for non-domestic purposes such as landscape irrigation. 3. 100-watt, high-pressure sodium streetlights will be required at locations designated by the Public Works Department. All streetlights shall be installed at subdivider's expense. Typical locations are at street intersections and/or fire hydrants. Final design locations and quantity are determined after power designs are completed by Idaho Power Company. The street light contractor shall obtain an approved design and permit from the Public Works Department prior to commencing installations. 4. Submit "Final" letter from the Ada County Street Name Committee, approving the subdivision and street names. Make any corrections necessary to conform. 5. Coordinate fire hydrant placement with the City of Meridian's Water Works Superintendent. 6. Provide five-foot-wide sidewalks in accordance with City Ordinance Section 12-5-2.K.
