Dear Mr. Johnson:
The plans and specifications for the subject project appear to meet State of Idaho
standards and are approved based on the conditions listed below. We recommend that the
District Health Department lift sanitary restrictions.
STANDARD CONDITIONS•
A. The standard conditions on the Department of Environmental Quality (DEQ)
review stamp are part of this approval. Any supporting reports or documents are
considered to be part of the approved documents.
B. This approval will be voided if: 1) construction is not completed by July 2, 2002;
2) the project is improperly constructed, operated, or maintained; or 3) the project
fails to function as intended.
C. Per the project documents, a professional engineer or construction inspector under
the supervision of a professional engineer with City of Meridian shall provide
construction inspection sufficient to ensure the project is built in substantial
accordance with the approved plans. DEQ approval, prior to construction, is
required for any substantial deviations from the approved plans and
specifications. Verbal approvals, if any, shall be documented by the professional
engineer in a cover letter submitted with the project record drawings.
D. Within thirty days after construction, the professional engineer with Briggs
Engineering, Inc shall provide DEQ with either: 1) as constructed plans and
specifications with a cover letter as described in Item C, or 2) a letter of
certification stating that the project was installed with no deviations from the
approved plans.

Idaho Power Company has limited electrical capacity in the area to serve this development. Idaho
Power Company is proposing to construct a substation in the vicinity of the Stoddard and Overland
Road intersection that will provide the needed electrical capacity to supply development in that area.
Providing the customer abides by the Rules, Rates and Regulations as set forth and approved by the
Idaho Public Utilities Commision, Idaho Power Company is able to serve this development.

STORM WATER MANAGEMENT RECOMMENDATIONS
It is recommended that storm water be pre-treated through a grassy swale
prior to discharge to the subsurface to prevent impact to ground water and
surface water quality. The engineers and architects involved with the design
of this project should obtain current best management practices for storm
water disposal and design a storm water management system that is
preventing groundwater and surface water degradation. Manuals that could
be used for guidance are:

The City Council deferred Bear Creek No. 2 from their July 3, 2001, Council hearing at the
request of the applicant because there was not ample time to review the analysis completed by
CH2MHILL concerning the water required for fire flows. The developer will be conducting an on-
site test to compare against the CH2MHILL analysis. The on-site test has not yet been completed.
The fire flow issues also have impact on Bear Creek Subdivision No. 3. Therefore, we again
request that the City Council defer Bear Creek Subdivision No. 2 and 3, and place them on the
July 31, 2001, meeting.

The City Council deferred Bear Creek No. 2 and 3 from their July 17, 2001, Council hearing at the
request of the applicant because of issues related to fire flow availability. We believe that the
City is making progress in constructing well # 22 which will provide this site with the fire flows that
are required. The developer will also be conducting an on-site test to compare against the
CH2MHILL analysis to determine if there are ample flows to meet fire flow requirements without
the completion of well # 22. The on-site test has not yet been completed. Therefore, we again
request that the City Council defer Bear Creek Subdivision No. 2 and 3, and place them on the
August 21, 2001, meeting.

The Nampa & Meridian Irrigation District has reviewed the above-mentioned project. The majority of the
stonn drainage appears to be returning to the Hardin Drain at pre -development flows, therefore an
addendum to the discharge agreement must be prepared and signed for the District's Board of Directors
approval. Please contact the District's attorney, Mr. Bryce Farris at 342-4591 and ask that he prepare this
addendum.
The pressure irrigation appears to be acceptable with the exception of Phase 4 in Block 15, Lot 20 there is
a % inch service line to a connmon area. The Nampa & Meridian Irrigation District will not be held
responsible for this line. The District requires all that all landscaping services in common areas be
inspected. They are required to be a 'h inch service unless pre -approved' in writing, large services in
common areas will put too much of a demand on the entire system when completed.
An addendum to the pressure irrigation system must also be in place, please contact Ms. Laura Bum at
342-4591 and ask her to prepare this document for all three phases.

The street lights have been installed by the developer in Bear Creek Subdivision
#2. These are 100 watt high-pressure sodium lights on steel poles, owned by the
City of Meridian with a maintenance agreement with Idaho Power.
The five (5) street lights are located at.

Lot 10 Block 5 W. Davenport Street
Lot 15 Block 5 W. Davenport Street
