RE: Casdebrook Subdivision In AnuemtiowZouing and Preliminary Plat - Letter of Intent
Dear Mayor and Council;
As representative for Crestline Development, LLC, pieaseaccept this application for Castlebrook
Subdivision In, located at 4000 W. Pine Avenue, west of Blackcat Road, south of Cherry Lane in
Meridian, Idaho, Section 10, Township 3 North, Range 1 West of the Boise-Meridian Castlebrook
Subdivision In includes 39.05 acres and has been designed with 157 lots (148 residential, 9 common)
and includes a request for annexation with a zoning designation ofR-8 (Medium Density Residential).
A density of 3.79 dwelling units per acre is proposed. The current owners of record for the
development is Great Oaks Water Company, Inc. Crestline Development, LLC has this property under
contract, and the property owner has provided a letter of consent (signed affidavit) regarding the
submittal of this application.
This letter is included with the application for the prelimimory plat, annexation and zoning, together
with filing fees in the sum of$3,327.00 and various exhibits.
The enclosed annexation and zoning, and preliminary plat, have.been designed, and the applications
have been submitted in accordance with the requirements of the Meridian Zoning Ordinance. The
development has also been designed to be in compliance with the intent of the Meridian City
Comprehensive Plan. Specific Comprehensive Plan policies that support the requested zone change
include Land Use Residential Policies 1.4 (New Development), l.5U (Balance of land uses), 2.2U
(Neighborhood parks), 2.3U (Property values), in addition to Housing Policies 1.6 (Housing benefits),
1.7 (Sewer), and Community Design Policies 1.3 (Open space areas).
An R-8 zoning designation is being requested with this llIIIlellBIionand the subdivision plat will contain
lots ranging in size from a minimum 6,500 square fi:et to ~ely 12,635 square feet. All streets
will be public and will be constructed, along with curb, gutter and sidewalks, to Ada County Highway
District and Meridian City standards. Sewer and water service is readily available and will be provided
by the City of Meridian Drainage will be handled by surfiu:e and subsurfiu:e methods and will be
designed to the standards of all applOpriate regulatory agencies. A pressure irrigation system will be
provided for all lots within the development. The Meridian Fire Department has been consulted
regarding the layout of the subdivision with any concerns addressed within the design.

The development has been designed to include landscaping at the entrances to the development and
along the southern boundary (EI Gato Road). Pathways ~ve been included within the design to
provide for proper pedestrian circulation thronghout the subdivision Open space lots are included
within the development, including a 1.78 acre park (Lot 18, Block 4) located in the center of the
subdivision. This park will have direct access, via a proposed foot bridge, to the adjacent Fuller Park, a
public park located north of the site. All connnon landscape area lots would be owned and maintained
by a Homeowners Association that will be established for the subdivision
In all, Castlebrook Subdivision #2 will be a quality and compatible addition to this area of Meridian.
The development is adjacent to the recently approved Castlebrook Subdivision on its western .
boundaJy, and transitions nicely with the existing Parkside.Cnlek Subdivision to the north of Fuller
Park. The requested zoning to R-8 will benefit the public interest by providing desirable and diverse
housing needs to this area of the City while allowing for the continued improvement and expansion of
city services and an increase in the City's tax base. This application submittal includes all items listed
within the preJimiruuy plat and annexation checklists. We look furward to working with you and your

STATEMENT OF PRE-APPLICATION MEETING
CASTLEBROOK #2 SUBDIVISION
November, 2002
On Monday October 21,2002 and again on Friday, November 01,2002, a pre-application
meeting was held with the Meridian City Staff. Present at the meetings were Shawn L.
Nickel of Land Consultants, Inc., Gene Smith of Engineering Northwest, Kevin Amar of
Heartland Development, LLC, and Brad Hawkins-Clark and Brad Watson of the City of
Meridian.

TRAFFIC IMPACT STATEMENT FOR
CASTLEBROOK #2 SUBDIVISION
On November 08, 2002, Shawn 1. Nickel of Land Consultants Inc, and Kevin Aruar of
Crestline Development, LLC, met with Andrea Tuning and Craig Hood of Ada County
Highway District regarding traffic and layout concerns associated with this proposed
development. . During this meeting, the main discussion was on existing and proposed
stub street alignment, and access and design standards.
According to a previous discussion with Ms. Tuning regarding the development of
Castlebrook Subdivision #1, Black Cat Road, north of Franklin Road between Franklin
and Cherry Lane had a traffic count performed on April 24, 2002. The traffic count on
that day was 2,686 vehicles. Ms. Tuning did not indicate whether the estimated traffic
from the proposed Castlebrook Subdivision would have a detrimental impact on the
adjacent roadways or intersections. A traffic study was conducted by the developer for
Castlebrook #1 and submitted to Meridian City prior to approval of the first development.
An update to that study, to include Castlebrook #2 is currently underway by the
developer, and those results will be submitted to ACHD and Meridian City upon
completion.

STATEMENT OFVMUANCE REQUEST FOR
CASTLEBROOK #2 SUBDIVISION
The submittal of Castlebrook #2 Subdivision does not include a request for variance to
any of the provisions of the Meridian Zoning Ordinance. The preliminary plat has been
submitted to meet the current requirements ofthe R-8 zoning district.
