We received your notice of amendment to the City of Meridian Comprehensive Plan by adding the Ten Mile Interchange Specific Area Plan. Atthough not a part of the material attached to the transmittal letter, the consultant, HDR, provided a traffic volume map. This map was the COMPASS "SPECIAL Ten Mile Speclflc Area Plan - 2030 Build: 2030 Network with 2030 Community Choices Demographics", This map was built from the assumptions of no passenger rail service and eIght lanes on Interstate 84. In conversations with ACHD regarding their yet to be released South Meridian Transportation Plan. the Community Choices (elM) build-out population for that area south of Interstate 84 was 30,000. The trend buildwOut population was 70,000 and the current city plan was 100,000. The required number of lanes approaching the interchange from the south Would vary given the population disparities listed above. The current design characteristics of the Ten Mile interchange are based upon CIM numbers; any large divergence would require ITO to Initiate new traffic studies which could delay the projected start date of construction. We would also recommen~ that ACHD Identify roads parallel to Interstate 84 that would be access limited to divert some of the expected traffic from the interstate. The CIM numbers estimate a peak traffic volume on Interstate 84 of 1,600 vehicles per hour, WhIch Is a "0" level of service (LOS). The LOS would decrease with any larger build-out population in the South Meridian area. The recommended parallel access limited roads would remediate some of that Increased traffic.
