2/19 Memo from Planning~~~~ FED t j ~~~ City ®f Meridian City Clerk O~co February 15, 2008 MEMORANDUM TO: Mayor and City Council CC: City Clerk, Sabrina Whitehead, File FROM: Bill Parsons, Associate City Planner RE: Matador (AZ-07-013, PP-07-017) The Matador project was heard on January 22, 2008 by the City Council. The Council voted to continue these items to allow staff to review the revised preliminary plat and landscape rendering because the applicant submitted revised plans that were not consistent with the Planning and Zoning Commission's Recommendation. Staff has conducted a comprehensive review of the revised plans and offers the following: 1) The revised plat shows the re-location of the non-buildable lot from the southwest corner of the project to be on the northwest side of the Copper Ridge/Matador intersection. Further, the relocated common lot area has been reduced from 10,920 square feet to 7,045 square feet. Because of this decrease, the total amount of common open space for the project has been reduced from 8.1% to 6.3%. Although the open space for the site has decreased in the overall amount, there is an increase in usable open space from 1.1 % (based on P/Z Commission recommendation to reduce the street frontage of the two lots east of the open drainage lot on the old plat) to 3.2% because the applicant is now proposing to construct the common lot with under ground drainage rather than the open drainage swale as proposed with the original plat. By relocating the common lot centrally within the development, the applicant has made it more functional and accessible for the future residences of the subdivision. In addition, the applicant has provided the tot lot and picnic tables to serve as amenities as recommended by the Planning and Zoning Commission. 2) Due to the reduction in open/common areas, the average lot sizes have increased from 9,751 sq. ft on the old plat to 10,124 sq. ft. on the revised plat. Staff is supportive of the changes as proposed and asks the Council to condition the project as such. Staff has also attached the revised preliminary plat and landscape rendering.
