The following are our responses. Item numbers coincide with your fax. Proof of ownership is enclosed. Please note this is the same information supplied with the Autumn Faire Subdivision annexation and preliminary plat application. Said documents include the lands within Autumn Faire No. 2 preliminary plat. 2. A stamped legal is attached. 30 copies of the revised Preliminary plat are attached. 4. At this time, no variance requests are anticipated. 30 copies of said vicinity map are attached. 6. We estimate the residential development, upon completion, will contribute approximately 288 average daily vehicle trips to N. Blackcat Road. This estimate is based on the ITE Trip Generation manual. 7. A copy of Autumn Faire's proposed CC&R's are attached. Lot 28 encompasses an area that currently cannot be served with sanitary sewer. Said area drains into the McDermott Trunk Line. The trunk line does not exist. Therefore, Lot 28 is un-developable at this time. When sewer becomes available, Lot 28 will be subdivided into residential lots. We are open to discussions with the P&Z Commissioners on how to handle Lot 28. Earl & Associates, Inc. 314 Badiola Street Caldwell, ID 83605 Dear Scott: Four test holes were excavated and examined on the project area located in a part of the E2NE and part of the SWNE of Section 4, T.3N., R.1W., B.M., SW of the Ustick Road and Black Cat Road intersection. Field notes and a test hole location map are attached. Soil physical characteristics and internal soil drainage conditions were observed and recorded. The purpose of this investigation was to assess soil conditions for placement of storm drainage facilities. Free water (water table) was found in all four test holes; THl at 122" depth, TH2 at 140", TH3 at 102", and TH4 at 113". Monitoring wells (PVC perforated pipes) were installed in each test hole and water table levels should be measured and recorded from Apri115 -August 31, 2000, every 10 days. I would anticipate the water table rising steadily until about the middle of August and then declining, particularly after the water is turned out of the canals and the irrigation season comes to a close. Restrictive layers including cemented hardpans, compacted or dense layers, and/or high clay content layers occurred in all four test pits. Extremely gravelly and cobbly sand substratums underlie the soils in all but test hole #4, which had a loamy fine sand substratum (no gravels). Details of the soil physical characteristics and soil drainage conditions may be found in the attached field notes. Also, estimated permeabilities for each layer identified are in the field notes. The base of storm drainage facilities should be below the restrictive layers and in contact with the more sandy substratums. It appears the areas represented by the test holes would satisfy the requirements for storm drainage facilities, but peak water table levels will be the basis for design.
