On May 21, 2003 I met with Scott Stanfield and Brad Janicek at the above-mentioned project to discuss the
amount of water Mr. Janicek is receiving from Morris Rambo's headgate. Mr. Janicek is claiming he is not, or
has not, recejved his proper amount of irrigation since the Eight-Mile was piped and relocated by the developer
of Autumn Faire Subdivision
Your solution to Mr. Janicek's concerns was to check up the Eight Mile Lateral. However, this is unacceptable
to the district as raising the level of the Eight Mile Lateral could cause adverse problems to the surrounding
property, including, but not limited to, flooding and a higher water table.
These problems caused by the piping and relocation of the Eight Mile Lateral cannot continue to exist. Thus, the
District will require that the Eight Mile Lateral be piped upstream from the Autumn Faire Subdivision to the
existing check in order to contain the water within the existing Eight Mile Lateral and prevent any adverse
problems such as flooding. This is located at the intersection of Blackcat and Ustick, which is approximately one
hundred-fifty-feet from where your pipeline starts. This would be at the expense of the developer. If it is not
completed, at the end of this irrigation season, the District will complete the work seeking frill reimbursement for
its expense as well as any other expenses, costs or fees that are recoverable under tl~e License Agreement
previously executed between the developer and the District.

The Nampa & Meridian Irrigation District has inspected the piping of the Sky Pilot Drain, the developer,
Jim Conger has completed this portion of the project and it is acceptable to the District.
The gravel maintenance road has a foot pathway from the subdivision to the Sky Pilot roadway and it is
unclear what the City is plarmirig to do. There does not appear to be an agreement in place for a pathway,
please explain the City's intention for the Sky Pilot Drain.

you have a copy of the 6-8-01 letter from Scott Stansfield of Earl & Associates requesting deferral
of this application until August. If not, let Sonya know.
Also, please make sure when it comes back on the agenda that you include the 1-29-01, ~-page
staff report from Bruce and me which amends the original December 2000 staff report. There
should be TWO staff reports from Bruce and me in the Autumn Faire 2 Pre Plat packets.

STORM WATER MANAGEMENT RECOMMENDATIONS
It is recommended that storm water be pre-treated through a grassy Swale
prior to discharge to the subsurface to prevent impact to ground water and
surface water quality. The engineers and architects involved with the design
of this project should obtain current best management practices for storm
water disposal and design a storm water management system that is
preventing groundwater and surface water degradation. Manuals that could
be used for guidance are:
