We, the residents of this cc~tplex, feel it is both unreasonable and unjustified to ask for this increase at a time when our current economy is in such a state that our wages are at their lowest and our cost of living at their highest. We do realise that your costs have risen but can you imagine how those same cysts have affected the low inccane families? Not only that but we received an approximate 13~ rent increase in July 1983 and now-you are proposing another approximate 26~ increase in less than a yam-? This increase will create a great hardship on your tenants, many of when are already having their rent subsidized by local programs because of their law incanes. It could cause basically honest people to bec~ie more desperate than they already are and some will undoubtedly have to seek cheaper housing in other city limits. Living in another state as you are perhaps you do not realize just what a terrible hardship such an increase at this time would create. It is our opinion that the documents as submitted are very pre- liminary in nature; therefore, we have only made a general review of them. Based on this review, we recommend that the City require the following information, approvals and/or documents before we make a.detailed review of any documents as may be resubmitted. 1. The development needs to be platted providing for dedication of required rights of way: (a) on Meridian Street; J- - B ENGINES S, (b) the East and West street to meet the maximum of 1,000 feet for a cross street from Franklin Road; (c) the interconnecting street as has been reserved from Rose Park; and, (d) easements for utilities. 2. The development needs to provide permanent easements and rights of way for the water mains and sewer lateral lines. It would be logical for these to be shown and included on the subdivision plat. The water and sewer lines, along with easements or rights of way for same, need to be pro- grammed and constructed to the various boundary limits of the development so as to permit future expansion of the proposed public systems to serve undeveloped land to the South and West of the proposed development. 3. The plans calling for the construction inspection to be provided by the City of Meridian are not in accordance with City policy. All construction inspection and certifications must be provided by the developer's engineer and the water and sewer system must have the additional certification as required by Section 39-118, Idaho Code. 5. The development must obtain approval of public streets, as well as all surface water runoff, from the Ada County Highway District. 6. The specifications for the construction of facilities to be turned over to the public needs to be more than a two-line note written on the print of the development plans . 7. The .City needs to have assurance that the Developer will pay the regular water and sewer connection costs and will agree to pay normal monthly user charges to the City, once central facilities are available. When final plans and specifications for the development are avail- able, we will review them in detail. At that time, detailed drawings of the interconnection to the city water system will have to be prepared to show and to verify how the conversion to the public supply will be implemented. Also the size, location and elevation of the existing sewer system as installed in Rose Park must be supplied as part of the detailed sewer plans. As a last item, we would suggest that the Meridian Fire Chief and Police Chief review the preliminary documents to verify if provision has been made for emergency service access.
