Re 1% 11,,"O -x,`03 CONGER MANAGEMENT GROUP DATE: July 7, 2005 TO: Anna Canning, Planning Director 660 E Watertower Meridian, ID 83642 RE: Annexation, Zoning, and Preliminary Plat Applications for the Reserve Subdivision Dear Anna, On behalf of Jake Centers, I am submitting the revised annexation and preliminary plat applications for the Reserve Subdivision. The revised Reserve Subdivision is approximately half of the size of the original applications (4 acres), with the west end of the original subdivision being eliminated from this application. The original request for annexation included two legal parcels of land, as determined by Ada County, (see attached Property Status Report) and held in separate ownership. At this time we are requesting annexation of just the easternmost parcel of land (see attached preliminary plat). In addition to reducing the size of the plat and annexation request, the neighboring property owners, located near the northeast corner of the proposed subdivision have requested that they gain access to the western end of their property via a shared driveway located off of Hidden Path Road. The original staff report from ACHD for the Reserve Subdivision required a road re- alignment to provide 100' of frontage for neighboring northeast property. The owners of the neighboring property do not wish to improve 100' of frontage (curb, gutter, sidewalk, additional paving etc...) or even have a road fronting teir property and Jake is willing to provide a full roadway, and a large landscaped openspace on his property at this time. The shared drive way will allow the 1 -acre parcel to develop with two additional lots on the back (or west half) of the property in the future with access off of the shared driveway. A copy of a letter stating their support for this arrangement is attached. The proposed subdivision is consistent with the City of Meridian Comprehensive Plan Future Land Use Map as well as the supporting policies. The Land Use Map identifies the area as Medium Density Residential allowing for the development of densities of 3-8 dwelling units per acre. The layout of the proposed community is consistent with a number of the Land Use Chapter Goals, Objectives and Actions that address 405 S. 8th Street, Suite 290 • Boise, Idaho 83702 • 208.336.5355 • Fax 208.336.2282 0 compatibility and diversity of housing types and communities. The proposed development allows for an alternative to the large master planned communities by providing for a small, but high quality residential community. Specific policy references include, but are not limited to Land Use Goal V, Objective A, Actions 4 & 5; Objective C, Action 1; Objective E, Action 1; Public Services Goal IV, Objective A, Actions 5, 6 & 9. Sewer and water service will come via services located in Locust Grove Road. No Variances are being requested with this application. The property will be posted in accordance with the City's noticing requirements. The applicant agrees to pay any additional fees that may be required as a result of this application.
