RE: The Reserve Subdivision
Dear Commissioners,
Please accept this letter and accompanying applications for the annexation/rezone and
subdivision of the property located at 5955 Locust Grove Road in Meridian, Idaho.
Attached are applications requesting approval of an annexation and rezone of the
property from Rural Urban Transition (RUT) to Low Density Residential (R-4); and, a
preliminary plat for the subdivision of the property into 22 residential lots and 7 common
lots on 9.01 acres. The proposed zoning designation and accompanying land plan are
consistent with the Meridian Comprehensive Plan Future Land Use Map as well the
general development pattern of the surrounding area.
The Comprehensive Plan identifies the property as medium density residential. The
requested R-4 zoning designation allows for generous single family homesites that
maintain a density that is consistent with the character of proposed developments
adjacent to the property.
The subdivision proposes a gross density of 3.0 dwelling units per acre with
approximately 0.64 acres, or 7%, open space. Open space amenities include a gracious
entry statement, detached sidewalks, landscaped cul-de-sac islands/round-a-bouts and a
landscaped micro-path connection to the Meridian school site immediately to the north of
the subject property.

Rezone Application -Statements
Following are the statements of 1) Property Characteristics, 2) Desirability, and 3)
Compatibility with the Meridian Comprehensive Plan as required by the Rezone
Application.
1) Characteristics: The subject property is adjacent to proposed urban
developments on the west and north sides of the property. Development of
this property allows for a logical and orderly growth pattern as well as a
logical extension of City services.
2) Desirability: The rezone of the subject property to R- 4 is desirable, as it
provides for a smaller residential lot size in close proximity to a designated
neighborhood commercial node and Meridian School site. The development
plan allows for a gross density that is compatible with proposed developments
adjacent to the property while allowing for open space amenities on 7 % of the
gross land area.
3) Compatibility: The proposed rezone is consistent with the City of Meridian
Comprehensive flan Future Land Use Map as well as the supporting policies.
The Land Use Map identifies the area as Medium Density Residential
allowing for the development of densities up to 8 dwelling units per acre. The
layout of the proposed community is consistent with a number of the Land
Use Chapter Goals, Objectives and Actions that address compatibility and
diversity of housing types and communities. The proposed development
allows for an alternative to the large master planned communities by
providing for a small, but high quality residential community. Specific policy
references include, but are not limited to Land Use Goal V, Objective A,
Actions 4 & 5; Objective C, Action 1; Objective E, Action l; Public Services
Goal IV, Objective A, Actions 5, 6 & 9.

Site Posting Affidavit
In accordance with Meridian City Code, the subject property will be posted in order to
provide notification of development plans and associated public hearings. Please accept
the following statements as intent to comply with code requirements:
o The subject property will be posted not less than 10 days prior to the public
hearing. Per code, the posting will contain the name of the applicant, description
of the project and time and date of the hearing. The site will be posted for each
public hearing.
o Upon posting, the City Clerk will be notified via a notarized statement attesting to
where and when the sign(s) were posted, along with a photograph of the posting.
Notification of the Clerk shall occur no later than 7 days prior to the hearing. A
statement shall be provided for each public hearing.
