' RE: Annexation Request - Montvue Medical Clinic
Dear Brad:
On behalf of Mazk Bottles Real Estate, we aze requesting annexation fora 1.37 acre site located
generally southeast of the South Montvue and East Montvue Dr. intersection. The annexation
includes a zoning request of L-O limited office for the purpose of constructing a medical clinic.
The Ada County Assessor's parcel number for the site is 85791500191.
The Meridian City Comprehensive Plan {MCCP) Land Use Map designates this area as
commercial. MCCP Chapter 7.C.1 indicates that the commercial land use designation may include
retail, wholesale, service and office uses, multi-family residential, as well as appropriate public uses
such as government offices. Further this section of the MCCP explains that within the commercial
land use category, specific zones may be created to focus commercial activities unique to their
locations. The proposed medical use furthers the focus of medical services within the sunounding
area.
The annexation request is for approximately 1.37 acres with a zoning designation of L-O (Limited
Office). The property is contiguous to Meridian City Limits on the south and east sides.
Surrounding land uses include residential to the north and west of the site, St. Luke's Hospital is
adjacent to the south, and property transitioning to commercial to the east. The annexation and L-O
zone is desirable due to various factors. First, the surrounding property on the east and south is
presently zoned L-O. Second, the MCCP Land Use Map designates the azea to the north grid west
(currently in the county) as commercial. Therefore, this area will likely annex into Meridian in the
future with commercial-uses. Third, the proximity of St. Luke's Hospital is beneficial to ancillary
medical uses in the ,vicinity, such as the proposed medical clinic. Fourth, the site is neaz
transportation corridors, such as Interstate 84 and Eagle Road, which provide quick and convenient
access to this medical facility. Finally, the proposed medical clinic will expand the commercial tax
base and revenue received by the City of Meridian:
The proposed use on the site is a medical office/clinic: The area of the proposed medical clinic
structure is approximately 12,800 sq. ft, not including the covered patient loading canopy. The site
plan was designed to place the medical clinic building. closer to St. Luke's Hospital property,
thereby providing greater sepazation from the existing residential areas to the north and west.

A private roadway is proposed near the west boundary of the site. The roadway is proposed as a
twenty-nine foot (29') street section with sidewalk along the east side only. Sidewalk is not
proposed on the west side in order to preserve a buffer of existing coniferous trees. The sidewalk
will tie in to the pathway along the north side of St. Luke's Drive. Further, the sidewalk on only
one side of the private roadway is similar to the, street section of St. Luke's Dr. which as a pathway
' on the north side only. Parking will not be allowed on either side of the private roadway.
' A twenty-foot (20') wide landscape buffer is proposed along the north property line adjacent to the
existing residential azea. A ten-foot (10') wide landscape buffer is provided along the west property
line adjacent to the private road section. Landscape buffers around the south and east perimeter are
five feet (5') wide on site with additional landscaping provided on the adjacent properties. Various
existing trees aze preserved in the perimeter and interior landscape plantings. A portion of the
landscape buffer areas may be utilized for storm water detention azeas.
' Meridian City sewer and water is available to the site from St. Luke's Dr. (private). There is an
existing fire hydrant on the south side of St. Luke's Dr. near the southeast corner of the project.
' Storm drainage from the office pazking area will be routed to a drainage swale and seepage beds.
The 1.37 acre site is large enough to accommodate the proposed uses and meet Meridian Ordinance
requirements. The development of the medical office/clinic is intended to be in accordance with
Meridian City Ordinances and the Meridian Comprehensive Plan. Other compatible medical and
commercial uses are adjacent to the site and in the vicinity. Landscape buffering will assist in
' mitigating negative impacts to the residential uses adjacent to the north and west, until these areas
convert to commercial uses.
' APre-application meeting was held with Meridian Planning and Public Works staff on January 06,
2003. Meridian Staff included in the discussions were Dave McKinnon and Bruce Freckleton.
' Affidavits:
1. This property will be posted one (1) week before each public hearing. The postings will contain
the name of the applicant, description of the subdivision, and time, date; and place of the public
hearing. Postingsshall be on the official notice forms provided by the City of Meridian.
