The purpose of this letter is to inform you that EPA approves your request to conduct a
Target Brownfields Assessment (TBA) for the Meridian Creamery site. This TBA will be
conducted by an EPA contractor. The next step is for EPA and our contractor to meet with you to
discuss the scope and schedule for the assessment as well as conduct a reconnaissance visit. This
meeting and site visit will be scheduled in the near future.
We look forward to working with you on this project. If you have any questions, or need

Hi Mayor,
Good news! I wanted to pass along this e-mail from EPA headquarters that
they have approved our request for an environmental assessment of the
creamery site. This will involve EPA's sub-contractor performing a full
assessment of both the building and land and issuing the City a detailed
report on any barriers to development, etc. The assessment is valued at
approximately $50,000. I'll copy you with the formal letter.

Re: Update on Meridian Creamery Environmental Assessment
Weston Solutions, Inc., EPA's Region X contractor hired through the City of
Meridian's Targeted Brownfields Assessment (TBA) project, will be in town from
Tuesday, 12/2/03, through Friday, 12/5/03. The purpose of their visit will be to collect
asbestos, lead paint, sediment and groundwater samples on the Meridian Creamery
site. They will also be doing some work in the City's parking lot, located between
Don's Shell station and the creamery, as well as in Broadway Avenue to determine if
there is any petroleum groundwater contamination in these locations. The majority
of the parking lot will remain open -this drilling will only require closing off four to six
parking spaces and only fora 24 to 48 hour period.
This work is associated with the City of Meridian's TBA project that EPA approved in
July. EPA is funding all of the work. The goal of the project is to perform a thorough
assessment of the creamery building and land to determine actual levels of
contamination, if any. Weston Solutions will be preparing a final report for the City in
the spring that will outline any clean-up activities that might be required to bring the
property into compliance with IDEA and EPA standards.
