JAN ~ 2 Zo08 City of Meridian City Clerk Office Project: Matador Subdivision (AZ-07-013 & PP-07-017) Location: 1235 E. McMillan Road Applications: Annexation and Preliminary Plat Overall Project Description: The applicant has applied for Annexation and Zoning of 5.18 acres to R-4 zoning and Preliminary Plat approval of 16 single-family residential building lots and 3 common lots on 4.92 acres. The proposed gross density for the subdivision is 3.25 dwelling units per acre with a net density of 4.02 dwelling units per acre. Lot sizes range from 8,077 square feet to 14,454 square feet. Proposed DA requirements: • The developer shall construct homes on the site that are in substantial compliance with the elevations The applicant shall construct homes on the site that contain the following design features: gable rooflines facing the street, shutters, substantial pillars with substantial bases and front facades accented with brick/stone, and covered porch areas. Building materials should be of quality materials including but not limited to wood siding, hardie plank siding and/or stucco, incorporating varying siding materials (wide plank, narrow plank, board and batten, and cedar shingles) painted in earth tone colors. In opposition: None iii. Commenting: None iv. Written testimony: None Key Issue(s) of Discussion by Commission: The zoning approved for neighboring residential projects (R- 4 with a bit of R-8). Key Commission Change(s) to Staff Recommendation: None Outstanding issues for Council: During the hearing, staff presented to the Commission a recommendation to reduce the lot widths of buildable Lots 2 and 3 of Block 3 and expand the non-buildable lot (Lot 1, Block 3) in order to increase the amount of open space and to accommodate a picnic area or tot lot. The Commission was in agreement with Staff's recommendation and forwarded that onto City Council. This morning, staff received a revised preliminary plat and revised landscape rendering for the Matador project. The revised plat changes are as follows: 1) The revised plat shows the re-location of the non-buildable lot from the southwest corner of the project to be on the northwest side of the Copper Ridge/Matador intersection. Further, the relocated common lot area has been reduced from 10,920 square feet to 4,953 square feet. 2) In addition, the total amount of open space for the project has been reduced from 8.1% to 5.5%. 3) Due to the reduction in open/common areas, the average lot sizes have increased from 9,751 sq. ft on the old plat to 10,124 sq. ft. on the revised plat. Outstanding Issue(s) for City Council: The revised Preliminary Plat layout and the proposed tot lot/picnic area within the proposed development. Notes: 1/22/2008
