Landscaping_ The Landscape Plan prepared by Engineering, Inc., on December S, 2007, labeled Sheet L1.1, is approved (stamped "Approved" on January 14, 2008 by the Meridian Planning Department) with the following changes/notes: 1) Staff has concerns that the ornamental trees proposed will not do well in our climate. Staff recommends planting ornamental trees recommended for our region (i.e. Chanticleer Pear or Capital Pear), or a list of recommended trees can be found at the following website: http://www.cityofboise.or~/parks/caring/forestry/treeselection/index.aspx?id=home Other than the above-mentioned changes, the approved landscape plan is not to be altered without prior written approval of the Planning Department. No field changes to landscape plan permitted; prior written approval of all material changes is required. Prior to final inspection and sign off for this project, a written certificate of completion shall be submitted to the Planning Department, prepared by a landscape architect, landscape designer or qualified nurseryman responsible for the landscape plan upon completion of the landscape installation. The Certificate of Completion shall verify that all landscape improvements, including plant materials and sprinkler installation, are in substantial compliance with the approved landscape plan. Site Plan: The Site Plan prepared by Engineering, Inc, on December 21, 2007, labeled Sheet C 1.1, is approved (stamped "Approved" on Januaryl4, 2008 by the Meridian Planning Department) with the following changes/notes (see redline changes on site plan): 1) The wheel stops shown on the northern boundary of the site are not required (or needed). Therefore, the wheel stops shown do not need to be installed. 2) The 10-foot pedestrian walkway located on the south side of the building shall be constructed of pavers, colored or scored concrete, or bricks (UDC 11-3A-19C4b). Except for the changes mentioned above, the approved site plan is not to be altered without prior written approval of the Planning Department. Elevations: This project complies with the Design Review requirements of UDC 11-3A-19.The Elevations prepared by Collaborative Design Architects, Inc., (Sheet A2.1, dated December 5, 2007) are approved with no changes from the Planning Department. Irri ag tion: An underground, pressurized irrigation system must be installed to all landscape areas per the approved specifications and in accordance with UDC 11-3A-15. Protection of Existin Trees: Any existing trees on site must be protected or mitigated for in accordance with the Tree Preservation section of the City's Landscape Ordinance. Per UDC 11-3B-10, coordinate with the Parks Department Arborist (Elroy Huff, 888-3579) for approval of protection/relocation measures for the existing trees prior to construction. Any severely damaged tree must be replaced incompliance with UDC 11- 3B-10-C.5. Parkin: The proposed parking areas shall be paved and striped in accordance with UDC 11-3C and 11-3B. Project engineer/architect shall certify that the number and size ofhandicap-accessible spaces conforms to the Americans with Disabilities Act (ADA). Handicap accessible stalls must have signage in accordance per ADA and signed accessible. Curbin :Per UDC 11-3B-SI, all landscape areas adjacent to driveways, parking lots, or other vehicle use areas, must be protected by curbing, wheel stops, or other approved protective devices. Curbing may be cut to allow for storm water runoff. Sidewalks: All sidewalks shall be constructed in accordance with 11-3A-17. Sidewalks shall be constructed prior to occupancy. Drainage: Storm water drainage swales shall not have a slope steeper than 3:1, shall be fully vegetated, and shall be designed in compliance with UDC 11-3B-11 and UDC 11-3A-18. Lighting: Lighting shall not cause glare or impact the traveling public or neighboring development and' comply with lighting standards as defined in UDC 11-3A-11. Signage: No signs are approved with this CZC. All business signs will require a separate sign permit in compliance with UDC 11-3D. Trash Enclosure: The applicant states that trash will be taken to the curb and that a trash enclosure will not be provided on the site. If a dumpster is provided in the future, the dumpster(s) must be screened in accordance with UDC-11-3A-12. Trash enclosures must be built in the location and to the size approved by SSC. Handicap-Accessibility: The structure,. site improvements and parking areas must be in compliance with all federal handicap-accessibility requirements. ACRD Acceptance: All impact fees, if any, shall be paid prior to the issuance of a building permit. If any changes must be made to the site plan to accommodate the ACRD requirements, a new site plan shall be submitted to the City ofMeridian Plamiing staff for approval prior to the issuance of a building permit. Certificate of Occupancy: All required improvements must be complete prior to obtaining a Certificate of Occupancy. All changes in occupancy need to comply with the requirements of the Building Department. It is unlawful to use or occupy any building or structure until the Building Official has issued a certificate of occupancy. A certificate of occupancy or temporary certificate of occupancy is obtained from the Building Department (208) 887-2211 after inspections are complete and the field inspection record is returned to the Building Department. We plan to build a free=standing building for a Famous Dave's restaurant. Plans include the construction of a wood framed building with a slab on grade foundation. The building will have a log cabin look and feel to it. There will be an outdoor patio adjacent to the building on the southwest corner looking out onto North Eagle Road. The trash collection area is enclosed and will match the rest of the building and has been approved by Doug Mason of the Sanitary Service Company. Signage for the building should include a monument sign (Ustick Marketplace design) and wall signage, dependant on submittal and approval of a signage application for our project_ Landscaping will blend in with the other projects in the development. The project also includes on-site paved parking to the south and back (east) of the restaurant. The parking lot will be consistent with the rest of the Ustick Marketplace parking. Access to the property is from shared.access points for Ustick Marketplace; there will be no direct access from the property to North Eagle Road. The building facades modulates around the entire building but in particular at the main entry. There are log vertical columns set on stone pilasters that tie the projecting gable log truss covers at the building entrances to the public areas of the restaurant. The exterior patio is under a large overhanging roof eave which is supported by free standing log columns with wainscot high stone base. These supports continue to the main entry projection with its large spanning log truss which sets below the raised gable roof over the center of the grand hall. The entry is again flanked on the north side by a large eave overhang which covers a pedestrian walkway & provides a bike rack area. The window area along the main entry front. is 42% of the wall length which exceeds the 30% required. The roof line has the main gable roof over the grand hall with dormers. This area is wrap by a hip roof at its lower level with large eave overhangs and gable projections with log truss supported by log coltlinns on wainscot high stone base at the building entries. These roofs abut the flat roof area of the kitchen with the high gable roof above the flat roof parapet and the lower hip roof below the parapet. The only mechanical equipment is on the flat roof area and is screened by the 5'-6" high parapet so none of the units are visible at grade from any point on the property. The battered dry stack stone wainscot pattern with its exposed aggregate precast concrete cap supports vertical log columns which separate the large windows and are in filled with 2 x 10 milled log siding with 1" chinking. This continues around the kitchen area where the vertical logs stop and the wood cornice of the parapet begins. The sloped roofing is a architectural grade dark green heavy textured composite shingle. Providing a variation in texture and pattern both horizontally and vertically. 2. Exterior building walls consist of battered dry stack stone wainscot, exposed aggregate precast concrete cap, vertical log columns, large dark green aluminum windows with true light design,. and 2 x 10 milled log siding with hand hewn texture & 1" chinking. CMU is only on the interior of the dumpster enclosure while the exterior of the enclosure matches the building fagade. 3. On this parcel 2 of the Srnitchger Subdivision there is not any parking lot between N. Eagle Road and the building entry front facade. This area is the required 35' street landscape setback and additional landscaping. 4. A 10' pedestrian walkway is provided from the parking area to the street landscape walk to the 18' wide main entry walk. Each public entry is covered by a gable roof projection.
