Bill, I had a telephone discussion with Mr. Carnahan regarding the above file number, which is Overland 16, L.L.C. and
Joint School District No. 2, owners and G.L. Voigt Development, Applicant. This is for the preliminary plat for Resolution
Business Park. Apparently, the new school is within part of Resolution Sub. The PP Findings were approved last year.
The problem is this, within the Findings in the Decision and Order for the Central District Health Recommendations at 2.30
it reads as follows;
2.30 Stormwater shall be pretreated through a grassy swale prior to discharge to the subsurface to
prevent impact to groundwater and surface water quality.
Mr. Carnahan has spoken with Brad and Gary in the Public Works Department, and they have no problem with
removing this requirement, as they say it is a Recommendation and not a requirement. This one section, if they have to
follow it, is causing a site design problem. The school is to open up next summer 2002. They want to submit their
plans to the Public Works by February 23rd to keep everything on track, but this section needs to be addressed
quickly. Since they are conditions of approval do they have to follow this secti on, or can the Findings be amended to
delete this section on the school? The C/C would have to approve wouldn't they to delete this section, so it would
have to come back before the C/C. Don Carnahan's number is 288-1992, and he should be back from lunch
sometime after 1:00, if you want to call him. Otherwise, if you give me some answer for him, I will call to delete this
matter off your back.

Clarification of Preliminary Plat Approval (PP -00-006)
Dear Mr. Nichols:
I am requesting clarification regarding item 2.30 of the referenced subject. This item
states that storm water shall be pretreated through a grassy swale prior to discharge to the
subsurface to prevent impact to groundwater and surface water quality.
In conversations and meetings with Meridian City Engineer Brad Watson it is my
understanding that item 2.30 was intended to be a recommendation not a requirement of
preliminary plat approval. It is my understanding the City of Meridian does not have an
ordinance, policy or requirement for storm water to be pretreated though a grassy Swale
prior to discharge to the subsurface to prevent impact to groundwater and surface water
quality. If you have any questions regarding Public Works point of view please contact
Brad Watson.
We have looked at using grassy swales as part of the site storm water facilities using
Idaho Division of Environment Quality Catalog of Storm Water Best Management
Practice number 38, vegetate swale (biofiltratiori) and number 48, dry extended detention
pond. The preliminary design for the grassy swale concept requires additional acreage
and physical site improvement impracticalities than the design utilizing the infiltration
beds.
We respectfully request the intent of item 2.30 be clarified and feel that it should be
modified from a requirement to a recommendation as originally intended_ This matter is
of utmost importance as school is scheduled to open in August of 2002 with site drainage

and utility plans scheduled for completion on February 27, 2001. As you can tell this
does not leave us much time to resolve this issue.

Re: Fire Department Approval of Gates in Resolution Business Park (File No. PP -00-06)
Becky,
As you know, on 5/9/00 the P&Z Commission recommended approval to City Council of the
Resolution Business Park applications. All six applications are scheduled for hearing at the
June 6, 2000 Council meeting.
One of the pending items that the Commission included in their motion was to install an
"operable gate" in the new road between Site A and B with the cooperation of the Fire
Department in order to prevent students crossing over to Locust Grove. The size, exact
placement, and type of construction all need to be finalized. Please work with Kenny Bowers,
Fire Chief, on this and obtain written approval from Kenny R6g to the meeting.
Also, prior to the June 6t' meeting, please submit a revised copy of the plat showing the new
vehicular cross access between Site A and B, the preferred emergency access point (three
options were discussed by P&Z), and other revisions as required in the Staff report. If
possible, it would also be helpful to have details from ACHD on what warrants would be
required in order to justify the new Locust/Overland signal.

As you may be aware, site work for the new Mountain View High School in Meridian is
currently underway and the school is scheduled to open in the Fall of 2003.
Referring to ACHD's Conditions of Approval in City of Meridian Case No. PP -00-006,
dated 06-14-00, we are writing to be certain that all items be addressed in a timely manner, to
avoid any delay in the school's opening. Of particular concern is the issue of traffic signal

This is a formal request for a one-year time extension on the preliminary and final plat of
Resolution Subdivision No. 2. The City Council approved the final plat for Resolution
Subdivision No. 1 on October 3, 2000. Due to the fact that the construction and platting of the
first phase took longer than anticipated we will not begin construction and platting of the second
phase until after its expiration this year.
We respectfully request placement of this item on Council agenda for their review and approval.
