Dear Zoning Administrator,
Thank you for the opportunity to comment on the referenced application. Direct access to
Meridian Road (SH 69) will not be considered. Access to this subdivision will be from Victory
Road and Rumple Lane.
Any work done on the State Right of Way will require a permit. Permit applications are available
from this office or the maintenance office in Cascade. Please have the applicant contact Matt
Ward at 8150 Chinden Blvd. 83714 in Boise or call (208) 334-8341 to obtain a permit application.
Noise abatement (berms, fences, etc) will be the responsibility of the developer and will be
constructed off of the State Right of Way, see enclosed Noise Abatement Measures.

Noise Abatement along State Highways

It appears this development will have residential frontage on a state highway. This letter
serves as notice that the Idaho Transportation Department will not be providing future
noise abatement for this development. Any and all traffic noise abatement should be
provided by the developer. Per Federal Highway Administration guidelines, if noise
abatement is not provided, we would recommend buyers receive full disclosure of
anticipated noise levels from highway traffic.
We recommend and request the local land use authority require the developer to
construct the following noise abatement feature:
Noise Abatement for Residential Development
A. The applicant shall provide traffic noise abatement by constructing a berm or a berm
and wall combination approximately parallel to the state highway and off the state
right of way.
B. Height: The top of the berm, or berm and wall in combination, shall be a minimum of
ten feet higher than the elevation at the centerline of the state highway.
C. Wall Materials: If a wall is proposed, the wall shall meet the following standards:
~. Wall materials shall be impervious concrete or stucco, unless otherwise
approved by the Idaho Transportation Department as a sound attenuating
material.
2. Intermittent breaks in the berm or berm and wall in combination will degrade
the function and should not be allowed.
D. Alternative noise abatement designs that meet Federal Highway Administration
guidelines may be proposed by the developer. The applicant should contact Greg
Vitley, Environmental Section Manager at 334-8300 if further information is desired.
