1. Streets, curbs, gutters and sidewalks are to be constructed to standards as required by Ada
County Highway District and Meridian Ordinance. Dimensions will be determined by
the City Engineer. All sidewalks will be five (5) feet in width.
2. Proposed use is in conformance with the City of Meridian Zoning & Subdivision
Ordinance and Comprehensive Plan.
3. Proposed plat is in conformance with acceptable engineering, architectural and surveying
practices and local standards.
4. Development will connect to City services.

SUBJECT: PROPOSED GALA PARK SUBDIVISION
LOCATED AT THE SOUTHEAST CORNER OF EAST
OVERLAND ROAD AND CELEBRATION
MERIDIAN, ADA COUNTY, IDAHO
Dear Staff and Commissioners:
Thank you for the opportunity to submit this Preliminary/Final Plat Application. This is a
request for approval of a Commercial Subdivision. The subject property is located on the east
side of Celebration Avenue, south of East Overland Road.
The purpose of this request is to split a single commercial lot into two commercial lots on 2.46
acres. The density of the project is 1.23 buildable lots-per acre.
Existing and Surroundine Land Use
The surrounding ground in the west parcel and the entire north parcel aze vacant land.
North: To the north is East Overland Road. North of East Overland Road is vacant land.
East: To the east is vacant land.
South: To the south is East Gala Street. South of East Gala Street is vacant land
(Resolution Business Pazk Subdivision).
West: To the west is South Celebration Avenue. West of South Celebration Avenue is
vacant land (Resolution Business Park Subdivision).
Variances
There are no variances being requested for the proposed development at this dme.
Proposed Development Features
The proposed concept for this subdivision is to create two commercial lots. Medical
offices, Treasure Valley Pediatrics, will occupy the westerly lot along Celebration
Avenue. The commercial use for the easterly lot is not known at this time. No new roads
aze required since each lot has direct access to the existing streets.
The proposed subdivision will be provided with City Services including water and sewer
which are cun•ently stubbed to the property. Pressure irrigation will also be provided to
each lot and will be maintained by the Nampa-Meridian Irrigation District. Police and
fire protection are available at the site.
Impact of Traffic on Adjacent Roadways
The proposed development will have little impact on surrounding roadways. ACRD
acted upon the original Resolution Business Park Subdivision which required extensive
street improvements. The proposed additional lot split and resulting commercial building
will have minimal impact upon the already approved business pazk. The location and
configuration of the subdivision will result in most vehicles leaving the additional lot via
East Gala Street and, in tum, East Overland Road. East Overland Road is classified as a
minor arterial and is designed to convey many thousands of vehicles per day.
Pre-application Meetines
During the preparation of the application for the project, the applicant and/or his engineer
have meet with City Staff. Existing roads and fire hydrants negated the need for
meetings with ACHD and the Meridian Fire Department.
City of Meridian: One meeting was held with the City of Meridian to discuss the
proposed Lot Split. The meetings were held on December 12, 2002. Steve Sidooway and
Bruce Freckleton (City of Meridian) and Lance Warnick (Treasure Valley Engineers)
were in attendance. Reference the attached Pre-Application Meeting Notes.
Conclusion
Approval of the preliminary and final plat is respectfully requested. The proposed
development is compatible with surrounding land uses and current zoning. It will
provide new and desirable commercial opporhrnities in the community. Thank you for
