RE: Meridian Staff Report for Cavanaugh Subdivision

Thank you for evaluating our proposed Cavanaugh Master Planned Community. With the exception
of just four (4) conditions, we are in complete agreement with the current staff report. Accordingly,
we request the following clarifications and modifications to four staff conditions as noted below:
Condition .1.2.6 a Requires aberm/wall along the entire length of SH 69.
Kastera Response: We request flexibility to build a berm or wall adjacent to the homes along SH
69 that are at, or below the highway grade. (About 420 feet) This flexibility will provide the noise
protection that the City desires for homeowners.... but not screen-out the views to the Village Center.
Condition 7...1.4 Regarding sidewalk construction across the two out-parcels along Victory Road on
either side of the proposed school site.
Kastera Response: Kastera should not be required to construct a sidewalk in front of the Grange
Property because it is not an out-parcel within our property.
Condition 7..1.14 Requests rolled curbing in the streets.
Kastera Response: Kastera is exceeding this request by installing vertical curbing instead of rolled
curbs. We feel this is a higher standard for safety.
Condition 7.1.19 Regarding a public street in alignment with Mesa Way on the south side of
Victory Road.
Kastera Response: We agree and have made the corrections to our plat. Please insert the phrase
"The owner of Lot 24, Block 15 shall" at the front of the first sentence. This will clarify that the
owner (Meridian School District and ,Kastera Development) will make these improvements.
