RE: Northbridge Subdivision Annexationlloning, Preliminary Plat and Private Road - Letter of futent
Dear Mayor and Council;
As representative for Centennial Development, ILC, please accept this application for Northbridge
Subdivision, located on W. Ustick Road, west of Meridian Road in Meridian, Idaho, Section 01,
Township 3 North, Range 1 West ofth.e Boise-Meridian. Northbridge Subdivision includes 5.0 acres
and bas been designed with 9 lots (S residential, 4 common) and includes a request for annexation with
a zoning designation ofR-2 (Rural Low Density Residential). A density of 1 dwelling unit per acre is
proposed. The current owners of record for the development is John and Leta Barton Centennial
Development, LLC has this property under contract, and Mr. and Mrs. Barton have provided a letter
of consent (signed affidavit) regarding the submittal of this application
This letter is included with the application for the preliminary plat, annexation and zoning, and private
road (Misc. Application) together with filing fees in the sum of$1,380.oo and various exlnbits.
The enclosed annexation and zoning, and preliminary plat, have been designed, and the applications
have been submitted in accordance with the requirements of the Meridian Zoning Ordinance. The
development has also been designed to be in compliance with the intent of the Meridian City
Comprehensive Plan. Specific Comprehensive Plan policies that support the requested zone change
include Land Use Residential Policies 1.4 (New Development), l.5U (Balance ofland uses), 2.3U
(Property values), in addition to Housing Policies 1.6 (Housing benefits), 1.7 (Sewer).
An R- 2 zoning designation is being requested with this annexation and the subdivision plat will contain
lots of approximately 1/2 and 3/4 acres. Due to engineering concerns associated with the drainage of
this site, a higher density subdivision is not being requested on this property even though the
Comprehensive Plan would support the increased density. In order for this property to be designed in
a manner that would allow for proper drainage, larger lots, and a private road, with proposed barrow
ditches, is required and, subsequently requested with this application. BecauSe of the existing land uses
surrounding this property including a church to the east, a developed subdivision to the south, and
larger parcels to the west, the developers of this subdivision believe that a private road, if properly
constructed and maintained through strong restrictive covenants, would not cause an undue hardship
to the City or the surrounding neighborhood. Sewer and water service is readily available and will be

provided by the City of Meridian. As stated,. drainage will be handled by on-surface methods and will
be designed to the standards of all appropriate regulatory agencies. The Meridian Fire Deparbnent has
been consulted regarding the layout of the subdivision with any concerns addressed within the design.
The development has been designed to include landscaping at the entrances to the development that,
along with the private road, will be owned and maintained by a Homeowners Association that will be
esiWlished fur the subdivision.
In all, Northbridge Subdivision will be a quality addition to this area of Meridian that will provide a
unique and diverse housing opportunity. The requested R-2 zoning will benefit the public interest by
providing desirable housing needs to this area of the City whi1e still allowing for the continued
improvement and expansion of city services. This application submittal includes all items listed within
the preliminary plat and annexation checklists. We look forward to working with you and your staff
and request approval of this project.
