Matt,
My name is Kevin Yagues and I' am a partner with Jeff Fullmer on his Amity and Ten mile property
that is currently under review in the South Meridian Area of Impact.
I spoke with Jeff this afternoon and he told me you are reviewing and analyzing housing densities in the
South Meridian Area of Impact. I have already attended a few of the Meridian P&Z meetings
concerning the revised density options and have a brief overview of the plan for this area.
On the original South Meridian Comprehensive plan our property was slated for high density
housing. Ada County Highway District then recommended an amended comprehensive plan based on
traffic volumes and traffic flow and our property was changed to extra low density(1 residence per 3
acre). I understand and applaud the Meridian Planning & Zoning Commission's intent to maintain a
"rural" feel to some of the areas of impact, but also have owned acreage property and can tell you that 3
acres is not very marketable or desirable. Several cities in Colorado tried this extra low density approach
(2-1/2 to 3 acres per 1 residence)and found it failed due to the "too small but too large effect". Too small
to farm but too large to maintain. They had eye-sore properties everywhere with homeowners unable to
keep up with large parcels of weeds and unwanted overgrown vegetation. After owning and maintain ing
an acre of property, I feel that a better solution would be 1/2 to 1 acre parcels with homeowner
covenants that require open type common fencing or NO fences at all. Also, the subdivisions could set
aside areas for community parks or gathering areas. We aren't asking for the original high density zoning
that will diminish the rural Meridian feel and put an undue load on the road system. We would just like
some flexibility to better market and develop our property and medium to low density zoning would
achieve that.
