FP-03-009 O12DER OF CONDITIONAL APPROVAL OF FINAL PLAT This matter coming before the City Council for Final Plat approval pursuant to Meridian City Code § 12-3-7 on March 4, 2003, and the Council finding that the Administrative Review is complete which has included certain comments as stated in a letter to the Mayor and Council from Wendy Kirkpatrick Planner II for the Planning and Zoning Department, and Bruce Freckleton, Engineering Technician III, and that Brad Hawkins-Clark Interim Director for the Planning and Zoning Department, and Scott Stanfield, commented at the hearing, and the Council having considered the requirements of the preliminary plat the Council takes the following action: IT IS HEREBY ORDERED THAT: 1. The Final Plat of "TRICIA'S SUBDIVISION N0.4, A PART OF U. S. GOVERNMENT LOT 1, SECTION 4, T. 3 N., R. 1W., B.M., MERIDIAN, ADA COUNTY, IDAI-TO 2003, AU0901002 2/28/03, HANDWRITTEN DATE: 2/28/03, RECEIVED MAR 04 2002 CITY OF MERIDIAN CITY CLERK OFFICE, SHEET 1 OF 3, EARL & ASSOCIATES, ORDER OF CONDITIONAL APPROVAL OF FINAL PLAT FOR TRICIA'S SUBDIVISION N0.4 ! (FP-03-009) - 1 INC.-SURVEYORS, ENGINEERS & PLANNERS", Autumn Faire, LLC, Developer, is Condhionally Approved subject to those conditions of Staff comments as set forth in the Me#norandum to the Mayor and City Council from Bruce Freckleton, Engineering Technician TII, and Wendy Kirkpatrick Planner R for the Planning and Zoning Department, dated March 5, 2003, listing 10 General Requirements and 18 Site Specific Comments, a true and correct copy of which is attached hereto marked Exhibit "A", and consisting of four pages, and by this reference incorporated herein, and the additional requirements from the action of the Council taken at their March 4, 2003 meeting as follows, to-wit; 1.1 Per action of the Council taken at their March 4, 2003 meeting pertaining to Site Specific Comments number 15, the following Site Specific Comments number 15 shall be revised and which shall now read as follows: SITE SPECIFIC COMMENTS 1S. Sanitary sewer service to this development will be via the temporary lift station in the Ashford Greens development, Applicant will be responsible to construct lateral sewer mains to and through this proposed development. Subdivision designer to coordinate main sizing and routing with the Public Works Department. This development shall be subject to existing Ashford Greens lift station and pressure sewer latecomer fees, which will be due and payable prior to plat signature. 1.2 Comply with the Meridian 1+ire Department's requirements as follows: 1. That a fire flow o€1,000 gallons per minute shall be available for duration of 2 hours to service the entire project. ):ire hydrart<s shall be placed an average of 400' apart. 1997 UFC Appendix III-A ORDER OF CONDITIONAL APPROVAL OF FINAL PLAT FOR TRICIA'S SUBDMSION N0.4 / (FP-03-009) - 2 2. Operational fire hydrants and temporary or permanent street signs are required before combustible construction begins. UFC 901.4.2 & 901.3 3. Acceptance of the water supply for fire protection will be by the Meridian Water Department. 4. Final approval of the fire hydrant locations shall be by the Meridian Fire Department. 5. All radii shall be 28' inside and 48' outside radius. 5. Insure that all yet undeveloped parcels are maintained free of combustible vegetation per section 1103.2.4 of the Uniform Fire Code. 6. The roadways shall be built to Ada Caunty Highway Standards. UFC 902.2.1 7. Provide an approved tum around for any street, which exceeds 150' in length as a result of the phasing of the project. 1,3 The Cernral District Health Department requires after written approval from the appropriate entities are submitted, they can appmve this proposal for central sewage and central water; that plans must be submitted to and approved by the Idaho Department of Health and Welfaze, Division of Environmental Quality for central sewage and central water; that run-off is not to create a mosquito breeding problem; and it is suggested that stormwater be pretreated through a grassy Swale prior to discharge to the subsurface to prevern impact to groundwater and surface water quality; that engineers and architects should obtain current best management practices for stormwater disposal and design a stonttwater managemem system that is preventing groundwater and surface water degradation. (File No. FP-03-009). We have reviewed the above referenced submittals and offer the following comments, as conditions of approval. These conditions shall be considered . in full, unless expressly modified or deleted by motion of the Meridian City Council: LOCATION The property is located on the south-west comer of Ustick Road and Black Cat Road. S-FT RROUNDING PROPERTIES North: Rural residentia]/agricultural, zoned RUT (Ada County). South: Trivia's Subdivision No.l, zoned R-4. East: Rural residentiaUagricultural, zoned RUT (Ada Coumy). West: Rural residemial/agricultural, zoned RUT (Ada County). SITE SPECIFIC COMMENTS / 1. W, Sagewood Street has been revised from the preliminary plat; the street no longer stubs to the western edge of the subdivision. Anew stub street was added to Trivia's Subdivision No. 1 and subsequemly the stub street originally proposed for Trivia's Subdivision No. 4 was no longer necessary. 2. Lots # 8, 9, 10, and 11 of Btock 1; lots # 7 and 9 of Block 10 do not meet minimum frontage requirements of an R-4 Zone (40-feet measured on the chord.) A revised plat must be submitted showing that all subdivision lots meet frontage requirements before the plat can be signed by the City Engineer. Valley Green Way; and on Lot 9, Block 8, toward N. Sweetwood Avenue; and on Lot 16, Block 10, towazd W. Harvest Way; and on Lots 5, 11 and 12, Block 10, toward W. Sagewood Street; and on Lot 11, Block 9, toward N. Willowside Avenue. Although some of these lots show "FRONT" on the lots, the arrow symbol and designation per the legend should be more readily understandable by buyers and homebuilders. 4. Revise plat note # 9 to read, "The bottom elevation of house footings shall be set a minimum of 12 inches above the highest Ifaewn established normal ground water elevation." 5. Remove easement lines across the north side of Block 1, Lot #16. 6. Applicant is to meet all terms of the approved preliminary plat and development agreement. Sanitary sewer and water service to this site shall be via main line extensions from the existing mains adjacent to the property. Applicant will be responsible to construct the sewer and water mains to and through this proposed development, thereby making them available to adjacent properties. Subdivision designer to coordinate main sizing and routing with the Public Works Department. 8. The applicant has indicated that the pressurized irrigation system within this development is to be owned and maintained by the Nampa & Meridian Irrigation District. Underground yeaz-round pressurized irrigation must be provided to all lots within this developmem. The City of Meridian requires that pressurized imgation systems be supplied by a year-round source of water. The common areas within the development will be subject to City of meridian water assessments since this system has a backup connection to the City water system. Paymem of water assessment fees for the common areas is required prior to city signatures on the final plat map. 9. A detailed fencing plan has been submitted with the application of the final plat. A solid fence shall be required azound the perimeter of the subdivision unless the City agrees in writing that such a fence is not required. 10: Any tree over 4" in caliper that is removed from the property shall be replaced by installing additional trees, being the equivalem number of caliper inches of trees that were removed. Required landscaping trees will not be considered as replacement trees for those trees that have to be removed. 11. Any drainage areas (deterrtion/retention basins) must be designed to ensure that water is retained only during 25-year storm events, and for a period of time not to exceed 24 hours. A detailed landscape plan, in compliance with the landscape ordinance has been submitted for the subdivision with the final plat application. 13. The applicant has submitted a master grading and drainage plan as part of the development plans for the subdivision. This plan will be reviewed and approved as part of the plan review process. 14. Street signs are to be in place, water system shall be approved and activated, pressurized irrigation system approved and activated, drainage lots constructed, fencing installed, and road base approved by the Ada County Highway District prior to applying far building permits. All development improvements shall be installed and approved prior to obtaining certificates of occupancy. A letter of credit or cash surety in the amount of 110% will be required for all fencing, landscaping, pressurized irrigation, sanitary sewer, water etc., prior to signature on the final plat. ~5. anitary sewer service to this development will be via the temporary lift station in the Ashford Greens development. The developer shall enter into an operation and maintenance agreement with the City of Meridian. Applicant will be responsible to ° ,~y~ ~ 1 y~ construct lateral sewer mains to and through this proposed development. Applicant's engineer will be required to submit a signed, stamped statement certifying that all street finish centerline elevations are set a minimum of three feet above the highest established normal groundwater elevation. 17. Sidewalks are to provide a clear five-foot-wide walkway without encroachment of mailbox structures. 18. Applicant shall be responsible to construct a temporary trash containment fencing around the outside perimeter of this subdivision, except where the City has expressly agreed, in writing, that such fencing is not necessary. GENERAL COMMENTS A copy of the Ada Coumy Street Name Committee's approval letter for the subdivision name, and the lot and block numbering has been submitted. 2. Coordinate fire hydram placement with the City of Meridian Public Works Department. 3. A letter of credit or cash surety fencing, landscaping, pressurize signature on the final plat. in the amount of 110% will be required for all d irrigation, sanitary sewer, water, etc., prior to Planning & Zoning Commission/Mayor & City Council October 21, 2002 Page 4 4. Developer shall coordinate mailbox locations with the Meridian Post Office 5. Any existing domestic wells and/or septic systems within this project will have to be removed from their domestic service per City Ordinance Section 9-1-4 and 9-4-8. Wells may be used for non-domestic purposes such as landscape irrigation. 6. 250 and 100-watt, high-pressure sodium streetlights will be required at locations designated by the Public Works Department. All streetlights shall be installed at subdivider's expense. Typical locations are at street intersections and/or fire hydrants. Final design locations and quantity are determined after power designs are completed by Idaho Power Company. The street light contractor shall obtain design and permit from the Public Works Department prior commencing installations. 7. Compaction test results have been submitted to the Meridian Building Department for all building pads receiving engineered backfill, where footing would sit atop fill material. 8. Applicant's engineer will be required to submit a signed, stamped statement certifying that all street finish centerline elevations are set a minimum of three feet above the highest established normal groundwater elevation. 9. Coordinate fire hydrant placement with the City of Meridian's Water Works Superintendent. 10. Provide five-foot-wide sidewalks in accordance with City Ordinance Section 12- 5-2.x.
